(4) Relocation of topsoil stockpiles: <br />Topsoil stockpiles will be located so that topsoil will be handled only <br />twice, once at the time of removal and again when replaced on the <br />regarded areas. <br />The exception will be removal of the existing west topsoil visual berm. <br />The topsoil from this portion of the visual berm will be used for <br />reclamation to the extent possible. The remainder of the material that is <br />not useable at the time of removal will be used to construct the extended <br />visual berm for the expansion area. <br />(5) Stabilization measures of replaced topsoil on regraded areas: <br />The Operator will take measures appropriate to the subgrade where topsoil <br />is being replaced. Such measures may include roughing the surface in <br />order to gain a mechanical bond between the subgrade and the replaced <br />topsoil. Where the subgrade is of acceptable quality, it may include disc <br />plowing the topsoil and subgrade together, a practice typically used by <br />commercial landscapers. <br />(6) Segregation of other materials for use as topsoil: <br />No replacement or substitute materials will be needed. Excess topsoil <br />exists on site to complete reclamation requirements. (Please see the NRCS <br />soil report attached) <br />(7) Replacement criteria and soil amendments: <br />The Operator will replace topsoil in as even a manner as equipment <br />allows. Soil amendments will be as recommended by the local MRCS. <br />Presently, they recommend that if soil tests are not preformed, forty (40) <br />pounds per acre of each of the major nutrients (nitrogen and phosphoric <br />acid (P205)) be applied. They also recommend a combination of mulch or <br />other organic matter and a nutrient source such as well-cured feedlot or <br />barnyard manure be applied. The recommend application rate should be at <br />least twenty (20) tons per acre, evenly spread. The manure must contain <br />at least 60% (by weight) large chunks, five inches or more in diameter. <br />(Granular or powdery manure will not meet specifications.) <br />Reclamation practices currently used appear to be adequate for vegetation <br />establishment. If phosphoric acid is applied, it will be applied on the <br />overburden prior to topsoil replacement. This nutrient is not mobile. <br />Page 21
