• <br />MINING PLAN <br />6.4.4 The Mining Plan for the Hogue River Pit is as follows: <br />EXHIBIT "D" <br />In addition to meeting all permit and application requirements, Duckels Construction Inc. will <br />operate under the advisement and direction of the Hogue Ranch Limited Partnership (HRLP) to <br />maintain conformity with their operations. <br />(a) Description of the methods of mining in each stage of the operation as related to any <br />surface disturbance on affected lands: <br />The existing Hogue River Pit Permit, to include the mining plan and mine plan maps, and all past <br />amendments are incorporated herein by reference. The proposed mining plan and methods area <br />continuation of the Hogue River Pit sand and gravel mining operation. The expansion is <br />proposed to extend to the west of the present mining operation, using the same mining and <br />reclamation methods as approved in the existing Hogue River Pit permit. The difference is the <br />expansion will be considered one phase. It will increase the permit area by 11.7 acres and the <br />affected area by 10.7 acres. The land to be permitted is pasture, controlled by the Hogue Ranch <br />Limited Partnership (HRLP). The post mining land use will be a pond for wildlife habitat. The <br />Land owner may want to use a portion of the post mining area as home sites. <br />The Operation's wash plant, screening and crushing facilities will continue to be used for the <br />Hogue River Pit expansion and for the Bettger Pit expansion. <br />Site development and mining operations will begin based on market demand. <br />(b) Earthmoving: <br />The final pit slopes will be mined to no steeper than the proposed reclaimed slope. Mining <br />operations may be benched to make full use of the existing gravel reserves. Benching <br />requirements, if found necessary, will be determined by the depth of sand and gravel reserves <br />and operational safety considerations. In addition, the perimeter of the pond may be flattened or <br />slightly leveled to create additional wetland areas. <br />Topsoil Removal: <br />Topsoil will be removed using conventional equipment such as bottom loading scrappers, front <br />end loaders and rear dump haul trucks. Approximately 36,000 bcyds of topsoil shall be available <br />for use if just the top 12 inches of the two soil units are removed and stockpiled. <br />The NRCS soils report (Exhibit I) indicates two major soil units, Menbar, gravelly substratum (0 <br />- 23 inches, loam, and 23 - 30 inches, loam); and Toponas Loam (0 -11 inches, loam). The <br />a proposed area for extraction is dissected by these two soil units. All topsoil will be removed.
