For reference, the Allison Gravel Pit is operated <br />by the Simla Division of the Elbert County Road & Bridge Department under Permit No. <br />M-2001-010. As indicated in the Inspection Report, a surface water impoundment <br />located on the Allison Gravel Pit property (the Property) is likely retaining surface water <br />drainage in a manner that disturbs the hydrologic balance of the affected land north <br />(downstream) of the Property. <br />As shown on the attached Allison Pit Mining Plan Exhibit, the subject surface water <br />impoundment is located near the northwest corner of the Property and south of a larger <br />surface water impoundment located on the adjacent property to the north (Allison <br />property). Based on available information, the surface water impoundment on the <br />Property was constructed in an effort to reduce surface water/sediment transport <br />impacts to the Allison property. The earthen berm constructed to create the surface <br />water impoundment is approximately 6' in height. Based on available Elbert County <br />records, approval from the State Engineer's Office was not solicited by the Elbert <br />County Road & Bridge Department prior to construction of the berm. <br />To address the Inspection Report findings, The Elbert County Road & Bridge <br />Department has drained the impoundment area in a controlled manner and has <br />modified the berm to allow surface water to pass. In addition, the need for the surface <br />water impoundment is currently being assessed. If it is determined that the surface <br />water impoundment is necessary, an outlet structure (See attached Figure 1) will be <br />installed that allows detained surface water to be released in a controlled manner and <br />reduces erosion and sediment transport impacts to the Allison property. <br />.L s p 04A-91Z7110
