Loadout remains for storage purposes (see Figures 9 and 10). We continued to walk west toward
the reclaimed sewage lagoon area (see Figure 11) and the truck turnaround/silo area (see Figure
12). This completed our inspection of the UTL Area.
Next, we proceeded to the Overland Conveyor Area, the structures of which were demolished
and removed in 2001. This area contains a "mapped wetland" and a silt fence has been installed
as a sediment control for a road that runs parallel to the area (see Figure 13). The Permanent
Flood Control Dike, which was approved and constructed in 1985 using large rip-rap, was also
observed (see Figures 14 and 15). No issues or concerns were identified. Lastly, we observed
the new road/bridge construction associated with Coal Creek Crossing (see Figure 16).
The DRMS did not identify any significant issues with the Unit Train Loadout, Permanent Flood
Control Dike, Railroad Spur, or Overland conveyor area that are being proposed for bond
release. However, DRMS will follow-up on Snowcap Coal Company Inc.'s hydrologic analysis
of the alluvial ground water monitoring wells UTL #2 and #4 and review the TDS difference
between the up gradient and down gradient to determine the degree of impact that may have
resulted from activities associated with mining prior to DRMS issuing a proposed bond release
decision. This concluded the OSM portion of this Phase I, II, and III bond release inspection.
Please address any questions concerning this report to Howard Strand, Management/Program
Analyst, at hstrand(c,osmre. og_v or to (303) 293-5026.
Photographs taken:
Figure 1: Sediment Control Structure
Adjacent to Wetland Area
Figure 2: Rock Check Dams in Sediment
Control Structure Adjacent to Wetland Area
