12. In addition to, or in replacement of traditional sediment control measures, use of natural sediment <br />control measures such as, vegetative slash, surface roughening, straw mulch, site containment and <br />sediment control ponds will be utilized on NFS lands. <br />13. Any hay or straw used shall be certified as weed free. <br />Operations in Inventoried Roadless Area <br />14. The surface width of temporary roads will not exceed 14 feet, except in locations which require <br />curve widening. These locations must be identified on the ground and accepted by the District Ranger. <br />15. Temporary road construction will use the end -haul or layered - placement construction techniques. <br />No uncontrolled sidecasting of material will be permitted. <br />16. All new temporary roads will be gated and locked, and closed year -round to the public. <br />17. All new access roads constructed for the sole use of this project will be decommissioned by full <br />obliteration when no longer needed for the project and reclaimed. <br />Roads <br />18. All road use and maintenance on the Forest Service system roads must be performed according to <br />Oxbow's existing Forest Service Road Use Permit. <br />19. Road Packages for existing and new roads will be prepared by an engineer licensed within the state. <br />The roads will be designed and constructed to provide maximum stability, ensure the safety of the <br />various users and protect the surface resource. The packages will be submitted to the FS for acceptance <br />prior to any construction activity. Best Management Practices will be used in designing the roads and <br />during construction. All roads will be upgraded or constructed to USFS specified standards for either <br />temporary or classified roads, as appropriate and accepted by the USFS, with a design speed of 15 miles <br />per hour. <br />20. Sections of temporary roads with roadway gradient in excess of 12 percent or soft areas, which <br />exhibit rutting in excess of 3 inches, shall be stabilized by placing an adequate depth of 3 -inch minus <br />clean crushed rock. The surface of the road shall be maintained to minimize ruts and provide for sheet <br />drainage across the roadway. <br />21. The FS officer may require surfacing of temporary roads where justified by conditions or traffic <br />volumes. <br />22. The Operator is responsible for using appropriate MUTCD traffic control devices when any heavy <br />equipment is moved on publicly accessible Forest System Roads, and will post warning signs, at locations <br />designated by the FS, to warn the public of increased traffic on roads resulting from project activities. <br />Additional security and public safety measures may be considered and required by the District Ranger. <br />Fire, Health and Safety <br />23. The Operator will comply with any fire restrictions in effect at the time of proposed operations. The <br />Forest Service reserves the right to suspend operations during periods of high fire potential. Forest <br />Service will provide the operator as much advance notice of anticipated closure orders as possible. <br />
