Dan Knox of Lafarge North America Inc. accompanied the <br />inspector during the inspection. <br />The operator wanted the site inspected by the Division to verify that the reclaimed slopes in the southwest <br />portion of the permit area were regraded per the requirements of Rule 3.1.5(7) prior to turning the pumps off <br />and letting the pit fill with water. The slopes observed in the southwest portion appeared to be in compliance <br />with Rule 3.1.5(7). <br />Topsoil has not been placed over all of the reclaimed slopes to a depth of 6 inches. This is not seen as a <br />problem at this time but is noted for use in future inspections that will likely assess revegetative success. The <br />approved reclamation plan calls for a minimum of 6 inches of topsoil be placed prior to revegetation. <br />Noxious and/or problematic weed infestation was observed within the affected area. The infestation, if not <br />controlled, will most likely hinder and/or delay successful reclamation of this site and contribute to off-site <br />spreading and establishment of these weeds. Tamarisk and Russian Olive are currently not included in the <br />existing weed management plan. A weed control plan developed in consultation with, and approved by, the <br />appropriate local weed control authority must be submitted as a technical revision to this permit. Weed <br />infestation is noted as a problem, the operator must submit a Technical Revision that revises the weed <br />management plan no later than January 28, 2011. Significant progress toward control of on-site weeds must be <br />demonstrated within three years to avoid potential Board action. <br />In an effort to ensure the financial warranty remains adequate to reclaim this site per the requirements of the <br />approved reclamation plan, DRMS will update the reclamation cost estimate.
