11-14-2008 11:62 From- T-073 P.003/008 F-624 <br />La Plata Water Conservancy District <br />November 6, 2008 <br />Page 2 <br />Special Conditions for this project are as follows: <br />The Permitwe shall monitor the water quality and flow above and below Long Hollow Reservoir. <br />The monitoring requirements include: <br />• Water quality monitoring of Long Hollow near the confluence with the La Plata <br />River will begin within 45 days of acceptance (signing) of the 404 permit. <br />• Development of a WQCD approved Sampling and Analysis plan to determine if <br />construction of Long Rollow Reservoir has an effect on water quality. The plan in <br />addition to sampling will include the collection and submittal frequency and format <br />of sampling results and meta data. Contact CDPHLF/WQCD West Slope 401 <br />Coordinator (John Hranac 303 692-3586) for approval. <br />• Monitoring will include measurement of flow in cubic feet per second and water <br />quality for dissolved oxygen, pH, E. coli, ammonia, nitratelnitrite, cadmium, copper, <br />lead, manganese, selenium, silver, zinc, and total hardness. Detection limits and <br />quantifiable units for all of the parameters will be low enough to be able to compare <br />the sampling results against the segment stream standards. <br />• After completion of the Long Hollow Reservoir and filling of the reservoir has <br />begun, sampling sites located above the reservoir on both Government Draw and <br />Long Hollow will be established collecting both flow and water quality information <br />available for comparison with the downstream sampling location. <br />• Sampling will continue for 5 years after the completion of the dam and storage of <br />water begins., After 5ycars, the need for sampling will be reviewed by <br />CDPIIR/WQCD annually to see if the objectives of the plan are met. <br />Sampling frequency will be quarterly and staggered so that after 3 years a sample <br />will have been collected from each calendar month at nearly the same calendar day <br />i.e. on the 150' of the month.
