Page 5 <br />• Trapper Mining Inc. <br />Permit No. 11 MF253 -1 Colorado Department of Public Health and Environment <br />Final Approval - Modification 2 Air Pollution Control Division <br />PARTICULATE EMISSIONS CONTROL PLAN FOR MINING ACTIVITIES <br />THE FOLLOWING PARTICULATE EMISSIONS CONTROL MEASURES SHALL BE USED FOR <br />COMPLIANCE PURPOSES ON THE ACTIVITIES COVERED BY THIS PERMIT, AS REQUIRED BY THE <br />AIR QUALITY CONTROL COMMISSION REGULATION NO.1, Section III.D.1.b. THIS SOURCE IS <br />SUBJECT TO THE FOLLOWING EMISSION GUIDELINES: <br />a. Mining Activities - Visible emissions not to exceed 20% opacity, no off - property transport of <br />visible emissions. <br />b. Haul Roads - No off - property transport of visible emissions shall apply to on -site haul roads, the <br />nuisance guidelines shall apply to off -site haul roads. <br />C. Haul Trucks - There shall be no off - property transport of visible emissions from haul trucks when <br />operating on the property of the owner or operator. There shall be no off - vehicle transport of <br />visible emissions from the material in the haul trucks when operating off of the property of the <br />owner or operator. <br />7. Cont'd <br />2 -55d �__ <br />Control Measures <br />1. <br />Topsoil and overburden stockpiles shall be compacted and revegetated within one year of completion <br />of stockpile construction. <br />2. <br />Emissions from material handling (i.e., removal, loading, and hauling), except for dragline operations, <br />shall be controlled by watering two or more times per day except when ambient temperatures are <br />• <br />below 32 ° F or precipitation is occurring. <br />3. <br />Unpaved haul roads shall be treated with chemical stabilizers per supplier's recommendations and <br />watered as often as needed to control fugitive particulate emissions. Haul roads shall be graveled. <br />Records of the volumes of chemical stabilizer used, and the length and width of haul roads treated <br />shall be maintained and made available to the Division upon request to determine the annual rate of <br />application. <br />4. <br />Reclamation works and sequential extraction of material shall be initiated to keep the total disturbed <br />areas at any one time to a minimum. <br />5. <br />Drilling of overburden for blasting, shall employ water spray units or bag filters. <br />6. <br />Sequential blasting shall be employed for particulate reduction associated with blasting activities. No <br />blasting shall take place when wind speeds exceed 30 m.p.h., unless safety conditions warrant <br />otherwise. <br />7.
