PARTICULATE EMISSIONS CONTROL PLAN FOR MINING ACTIVITIES
THE FOLLOWING PARTICULATE EMISSIONS CONTROL MEASURES SHALL BE USED FOR
COMPLIANCE PURPOSES ON THE ACTIVITIES COVERED BY THIS PERMIT, AS REQUIRED BY THE
AIR QUALITY CONTROL COMMISSION REGULATION NO.1, Section III.D.1.b. THIS SOURCE IS
SUBJECT TO THE FOLLOWING EMISSION GUIDELINES:
a. Mining Activities - Visible emissions not to exceed 20% opacity, no off - property transport of
visible emissions.
b. Haul Roads - No off - property transport of visible emissions shall apply to on -site haul roads, the
nuisance guidelines shall apply to off -site haul roads.
C. Haul Trucks - There shall be no off - property transport of visible emissions from haul trucks when
operating on the property of the owner or operator. There shall be no off - vehicle transport of
visible emissions from the material in the haul trucks when operating off of the property of the
owner or operator.
7. The utility waste placed at the mine shall be kept sufficiently moist until the waste is covered to control
fugitive emissions.

Control Measures
1.
Topsoil and overburden stockpiles shall be compacted and revegetated within one year of completion
of stockpile construction.
2.
Emissions from material handling (i.e., removal, loading, and hauling), except for dragline operations,
shall be controlled by watering two or more times per day except when ambient temperatures are
•
below 32 ° F or precipitation is occurring.
3.
Unpaved haul roads shall be treated with chemical stabilizers per supplier's recommendations and
watered as often as needed to control fugitive particulate emissions. Haul roads shall be graveled.
Records of the volumes of chemical stabilizer used, and the length and width of haul roads treated
shall be maintained and made available to the Division upon request to determine the annual rate of
application.
4.
Reclamation works and sequential extraction of material shall be initiated to keep the total disturbed
areas at any one time to a minimum.
5.
Drilling of overburden for blasting, shall employ water spray units or bag filters.
6.
Sequential blasting shall be employed for particulate reduction associated with blasting activities. No
blasting shall take place when wind speeds exceed 30 m.p.h., unless safety conditions warrant
otherwise.
