• <br />STATE OF COLORADO <br />w OF COl9 <br />COLORADO DEPARTMENT OF PUBLIC HEALTH AND ENVIRONMENT <br />AIR POLLUTION CONTROL DIVISION <br />TELEPHONE: (303) 692 -3150 <br />�1896� <br />CONSTRUCTION PERMIT <br />PERMIT NO: 11MF253 -1 <br />MAY FINAL APPROVAL <br />DATE ISSUED: Modification 2 <br />ISSUED TO: Trapper Mining Inc. <br />THE SOURCE TO WHICH THIS PERMIT APPLIES IS DESCRIBED AND LOCATED AS FOLLOWS: <br />Surface Coal Mine, known as Trapper Mine, located four miles south of Craig, in Moffat <br />County, Colorado. <br />THE SPECIFIC EQUIPMENT OR ACTIVITY SUBJECT TO THIS PERMIT INCLUDES THE FOLLOWING: <br />Coal mining activities include the use of draglines, scrapers, loaders, haul trucks, road <br />• graders, dozers and service vehicles drilling and blasting of coal and overburden, and <br />reclamation. Utility waste (ash and sludge) handling received from off -site, including hauling, <br />unloading and placement of material and road maintenance. <br />THIS PERMIT IS GRANTED SUBJECT TO ALL RULES AND REGULATIONS OF THE COLORADO AIR <br />QUALITY CONTROL COMMISSION AND THE COLORADO AIR POLLUTION PREVENTION AND <br />CONTROL ACT C.R.S. (25 -7 -101 et sea ), TO THOSE GENERAL TERMS AND CONDITIONS INCLUDED <br />IN THIS DOCUMENT AND THE FOLLOWING SPECIFIC TERMS AND CONDITIONS: <br />The particulate emission control measures listed on the attached page (as approved by the Division) <br />shall be applied to the particulate emission producing sources as required by Regulation No. 1, <br />Section III.D.1.a. <br />2. This source shall be limited to the maximum production and operational rates as listed below and <br />all other activities, operational rates and numbers of equipment as stated in the application. <br />(Reference: Regulation No. 3, Part B, Section II.A.4.) <br />Production of coal shall not exceed 2,600,000 tons per year. Daily records of the actual <br />production rate shall be maintained by the applicant and made available to the Division for <br />inspection upon request. <br />Utility waste placement shall be limited to a rate of 660,000 tons per year. Monthly records of <br />the actual utility waste placement rate shall be maintained by the applicant and made <br />available to the Division for inspection upon request. <br />Utility waste is defined as ash and sludge from the de- sulfurization process. Other wastes, <br />including general mine and power plant waste, shall be placed in the disposal area. No solid <br />waste from third parties other than the mine and power plant shall be placed in the disposal <br />area.
