9 2.05.6
The Terror Creek vent shaft will be raise bored 550 feet deep to an 18.5 -foot finished
diameter. The shaft will be lined with nine inches of concrete. A geotechnical hole
approved with MR -119 will provide hydro - geologic information regarding the depth
and location of water bearing zones. This information will be used to design a ring
grouting program to establish a grout barrier in the water bearing zones prior to
construction of the shaft. To prevent surface drainage from entering the shaft, the
concrete collar will be extended above the ground surface. During idle periods, a
screen is placed on the top of the concrete shaft. Water inflows during shaft
reaming will flow down the shaft to the underground workings. Additionally, after
shaft construction is complete, flow at the bottom of the shaft will be monitored and
results submitted to the DRMS on a monthly basis.
The quality of springs and seeps should not be degraded by the coal mining
operation. As explained in Section 2.04.7, the primary source of water for the
springs are unconsolidated quaternary deposits. These deposits should not be
affected by the mine operation to the extent that the quality of the spring water would
be degraded.
The quantity of water in the springs and seeps could be reduced by subsidence
cracks. Subsidence cracks could intercept the impervious layer below the springs
and seeps which would cause them to drain to the formation below.
(a)(ii) Volume II, Map 23, Water Rights Location shows the water rights within the permit
and adjacent area. Water right map codes 1, 2, 3, 4 & 5 are within the area that
could be affected by mining. Map codes 1 through 5 are decreed water rights
described as J & M Spring & PL No. 1 - 5. Map codes 7, 8 and 12 are located along
Hubbard Creek beyond the projected angle of draw. The water rights along old
State Highway 133 should not be adversely effected by the mining operation
because these water rights are in a formation that is geologically at least 800 feet
below the mine workings.
The J & M Springs & Pipelines are claimed for domestic and stock watering
purposes. Water right numbers 1 and 3 are decreed for 4 gallons per minute.
Number 2 is decreed for 2 gpm. Numbers 4 and 5 are decreed for 5 gpm.
(a)(iii) The narrative in Section 2.04.7(3) discusses the impact the mining operation could
have on the quantity of surface and ground water within the permit and adjacent
area. This impact is restricted to potential depletion of water from the springs and
ponds and surface streams. Limited extraction will be utilized to protect Pond #1.
The other ponds are either not within the projected angle of draw or in an area where
there is sufficient overburden to minimize the risk of subsidence induced damage.
No measures are proposed to protect the springs because the likelihood of damage
to the springs by the mine operation is considered minuscule.
TR -67 2.05-68 07/10
q /moo j! a
