Preliminary Adequacy Review — Engineering 1 Geotechnical
As requested in your memo dated 4 October 2010, I have conducted a review of the application
for the Fruita Loadout submitted by J.E. Stover & Associates on behalf of CAM - Colorado, LLC.
My review focuses on the Engineering and Geotechnical aspects of the application, including
mine facilities, stockpile areas, roads, stability analyses, and the proposed bridge across Reed
Wash. These subjects are covered in Sections 2.05.2 and 2.05.3 within Volume I of the permit
application and are illustrated on various maps within Volume 11.
Rule 2.05.3(3) Mine Facilities
Section 2.05.3(3)(a) and (c) discuss the proposed mine facilities. For each facility listed,
please identify the map or maps on which the facility is depicted.
Rail Loop
2. The plan and profile of the proposed rail loop is provided on Map 21; other information
within the application is minimal. Presumably the railroad provides its own requirements
for details of embankment construction.
Bridge
3. Rule 2.05.3(3)(c)(i) requires that specifications for each bridge be provided. On page
2.05 -9, the bridge is described as being 9' in width and 60' in length, constructed of steel
girders with concrete abutments. The second paragraph states that geotechnical work on
the foundation will be performed prior to construction of the bridge. Please provide
details of the proposed bridge to be included in the permit application, when such details
become available.
Rule 2.05.3(4) Ponds and Impoundments
4. Sediment Ponds #1, #2, #3, and #5 appear to be incised, based on the details shown on
Maps 13 and 14. No embankments are proposed to be constructed for these four ponds,
and dewatering will occur as needed by pumping to Reed Wash.
