Director <br />RE: Fruita Loadout -- Permit Application No. C- 2010 -088 <br />Preliminary Adequacy Review — Engineering 1 Geotechnical <br />As requested in your memo dated 4 October 2010, I have conducted a review of the application <br />for the Fruita Loadout submitted by J.E. Stover & Associates on behalf of CAM - Colorado, LLC. <br />My review focuses on the Engineering and Geotechnical aspects of the application, including <br />mine facilities, stockpile areas, roads, stability analyses, and the proposed bridge across Reed <br />Wash. These subjects are covered in Sections 2.05.2 and 2.05.3 within Volume I of the permit <br />application and are illustrated on various maps within Volume 11. <br />Rule 2.05.3(3) Mine Facilities <br />Section 2.05.3(3)(a) and (c) discuss the proposed mine facilities. For each facility listed, <br />please identify the map or maps on which the facility is depicted. <br />Rail Loop <br />2. The plan and profile of the proposed rail loop is provided on Map 21; other information <br />within the application is minimal. Presumably the railroad provides its own requirements <br />for details of embankment construction. <br />Bridge <br />3. Rule 2.05.3(3)(c)(i) requires that specifications for each bridge be provided. On page <br />2.05 -9, the bridge is described as being 9' in width and 60' in length, constructed of steel <br />girders with concrete abutments. The second paragraph states that geotechnical work on <br />the foundation will be performed prior to construction of the bridge. Please provide <br />details of the proposed bridge to be included in the permit application, when such details <br />become available. <br />Rule 2.05.3(4) Ponds and Impoundments <br />4. Sediment Ponds #1, #2, #3, and #5 appear to be incised, based on the details shown on <br />Maps 13 and 14. No embankments are proposed to be constructed for these four ponds, <br />and dewatering will occur as needed by pumping to Reed Wash. <br />Office of Office of <br />Mined Land Reclamation Denver • Grand Junction • Durango Active and Inactive Mines <br />
