The inspector met Energy Fuels Coal, Inc. <br />representative, Mr. George Patterson, at the mine office in Canyon City. Mr. Patterson was present during the <br />records inspection, but did not accompany the inspector to the mine or load out site. The weather was snowing on <br />and off during the inspection, but the ground was still mostly dry and not muddy. The Southfield mine is a <br />reclaimed underground mine. The permit includes a load out located separate from the mine west of the town of <br />Florence, and a reclaimed coal refuse disposal area located adjacent to the reclaimed portal and facilities area. <br />AVAILABILITY OF RECORDS - Rule 5.02.4(1): <br />Mine records were verified at the mine office in Canyon City. Availability of records form is attached to <br />this report. <br />FISH and WILDLIFE - Rule 4.18: <br />Birds were heard throughout mine site. No mammals were observed at the mine site during the <br />inspection. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />?Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, <br />4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring <br />4.05.13; Drainage - Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />Pond 4 is dry & vegetated. Pond 5 Dry. No problems were identified with either pond. <br />PROCESSING WASTE/COAL MINE WASTE PILES - Rule 4.10 and 4.11 <br />?Drainage Control; Surface Stabilization; Placement: <br />RDA is well vegetated. No gullying was observed on the reclaimed slopes.
