Appropriate permits for the monitoring wells will be <br />obtained through the Division of Water Resources. <br />As noted in the October 27 revision request, Al proposes to continue monthly monitoring <br />of the Phase 1 wells. The intent of that proposal was to eliminate any requirement to <br />conduct two months of weekly monitoring when progressing activity to future mine <br />phases. The existing data available from the Phase 1 wells, together with a minimum <br />twelve months of baseline data to be obtained from the new wells prior to dewatering the <br />Phase III mine area, is expected to provide sufficient information to evaluate groundwater <br />elevation changes that may be associated with AI's activities. This baseline period and <br />monthly monitoring frequency is consistent with Division approved groundwater <br />monitoring plans at other Al sites, and Al therefore specifically requests that the Division <br />eliminate the requirement for two months of weekly monitoring relative to <br />commencement of mining future phases at this site. <br />Miti!ation Plan <br />Consistent with Division approved mitigation plans at other Al sites, Al proposes to <br />notify the Division within seven (7) days of a concern reported to Al by a well owner <br />related to impacts to hydrologic balance. After the Division has been notified, Aggregate <br />Industries will review available data and vicinity information and submit a report to the <br />Division within thirty (30) days. The report will include discussions with any well owner <br />who has contacted Al regarding the concern and a review of data from AI's monitoring <br />wells and vicinity information to evaluate whether changes may be due to seasonal <br />variations, climate, mining, surrounding land uses or other factors. The report will <br />identify the extent of impacts associated with the changes. If AI's mining or reclamation <br />activities are determined to be a significant contributing factor to groundwater changes <br />requiring mitigation, Al will coordinate with the affected well owner to determine the <br />appropriate mitigation option(s).
