reporting of mine inflows was added to the hydrology monitoring plan with the <br />approval of Permit Revision No. 2. <br />In PR-10, a requirement was added to monitor and report mine inflows in the <br />underground workings beneath Hubbard Creek until it is established that room and <br />pillar mining beneath Hubbard Creek is not affecting the creek water. Since the mine <br />plan was changed in PR-11 so that there will be no mining beneath Hubbard Creek, <br />this mine inflow monitoring requirement was eliminated. In PR-10, the operator also <br />committed to monitoring Dove Gulch and sending reports to the USDA-Forest <br />Service as well as to the Division in the annual hydrologic report. This requirement <br />remained in effect for PR-11 as well. Additionally, in PR-10, the operator <br />demonstrated that ground water baseline and operational monitoring down gradient <br />of the mining proposed in PR-10 would not be needed. The operator was able to <br />show that the water quality in the B-seam and above does not change significantly <br />from south to north. This demonstration also applied to the mine plan proposed in <br />PR-11. <br />However, the mine plans and associated hydrologic monitoring approved for PR-10 <br />and PR-11 are proposed in PR-12 to be terminated and superseded by the mine plan <br />changes and hydrologic monitoring for the western district. PR-12 proposes to <br />transfer, not only, a portion of the Bowie No. 1 Mine permit area into the Bowie No. <br />2 Mine permit area, but also the baseline and operational hydrologic monitoring <br />associated with that permit area. <br />H. Transfer of Wells <br />1. The Division does not propose to approve the transfer of any exploration or <br />monitoring well (4.05.15(13)). <br />I. Discharge of Water into an Underground Mine <br />The Division is not proposing to approve the diversion of water from a surface or <br />underground mine into underground mine workings. <br />Stream Buffer Zones <br />The Division approved one surface, but no underground, mining activities within <br />100 feet or through a perennial stream or stream with a biological community <br />(4.05.18(1)). Portions of the Hubbard Creek ventilation pad are within 100 feet of <br />Hubbard Creek, a perennial stream. The Division made a finding that the <br />operations would not adversely affect Hubbard Creek. The Division's finding is <br />contained in item number 20 of the Division's third adequacy review letter dated <br />July 12, 2007 and is referenced on permit application page 2.05-35i. <br />K. Probable Hydrologic Consequences <br />BRL provided an analysis of the Probable Hydrologic Consequences to be expected as a <br />result of mining and reclamation operations at the Bowie No. 2 Mine. The analysis is <br />presented in Section 2.05.6(3)(b)(iii) of the permit application document. Possible <br />hydrologic impacts to the local surface and ground water systems are summarized below. <br />31
