Compliance With Mine Plan N - Support Facilities Not On-site <br />N - Other N - Special Categories Of Mining <br />N - Processing Waste N - Topsoil <br />COMMENTS <br />This was a complete inspection of the Sunlight Mine conducted by Jim Stark of the Colorado Division of <br />reclamation, Mining and Safety. Stephanie Reigh of the Division accompanied me on the inspection. The <br />Sunlight Mine is a revoked site. Reclamation was completed by the Division. The weather was cool and sunny <br />and the ground was wet/muddy from the recent snows. <br />BACKFILL and GRADING - Rule 4.14 Contemporaneous Reclamation 4.14.1; Approximate Original Contour <br />4.14.2; Highwall Elimination 4.14.1(2)(0; Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials <br />4.14.3; Stabilization of Rills and Gullies 4.14.6: <br />- The backfilled upper portal slope area of the site was stable at the time of the inspection. there was no cracking <br />or settling of the backfill noted. The upper bench area (above the county road) was also stable at the time of teh <br />inspection. No erosional problems were noted on either the backfilled slope or the bench above the slope. <br />- The lower portal area is still collapsed. The collapse area does not appear to be any worse than it was during the <br />inspection conducted on 20 September 2010 but the area has become larger than it was in the spring and in 2009. <br />The reclaimed slope south of the lower portal remains stable. <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />- The bench at the upper portal area was well vegetated and stable at the time of the inspection. Most of the <br />perennial grasses were dormant. The backfilled slope had sparse vegetation but was stable. <br />- The reclaimed lower portal area was also well vegetated and, with the exception of the collapsed portal area, was <br />stable. As with the upper portal area, most of the perennial grasses were dormant. <br />SLIDES and DAMAGE - Rule 4.12: <br />- The collapsed lower portal area was in basically the same condition as it was during the Division's 20 September <br />2010 inspection. The area was wet and muddy and there was a small amount of standing water in the portal area. <br />As stated in previous reports (and based on the appearance of the vegetatiopn after the recent snow has melted), it <br />appears as though water is flowing from above (possibly off of the road), causing the collapse and instability. <br />Number of Partial Inspection this Fiscal Year: 0 <br />Number of Complete Inspections this Fiscal Year: 2 <br />Page 2 of 6
