Compliance With Mine Plan N - Support Facilities Not On-site <br />R - Other N - Special Categories Of Mining <br />N - Processing Waste R - Topsoil <br />COMMENTS <br />This was a partial inspection of the Lorencito Canyon Mine conducted by Jim Stark of the Colorado Division of <br />Reclamation, Mining and Safety. The inspection was conducted on the morning of 26 October 2010. No <br />representative from Lorencito was present during the inspection. The mine is no longer producing coal and has <br />been reclaimed. There are three excess spoil fills from the operation (Fill 7, Fill 8 and Fi119) which are discussed <br />in more detail below. The weather was cool and very windy and the ground was (mostly) dry. <br />BACKFILL and GRADING - Rule 4.14 <br />Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Highwall Elimination <br />4.14.1(2)(f); Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials 4.14.3; Stabilization of Rills and <br />Gullies 4.14.6: <br />- The entire site has been backfilled and regraded. Most of the steeper slopes on the site are displaying erosion in <br />the form of rills and small gullies. These slopes do have some vegetative cover but at this point it does not appear <br />to be sufficient to stop the erosion. <br />- There is a disturbed area in W4 (by C1 and north of the remaining road to Fill 8 and Pond 8) that is being used to <br />place material from pond cleaning. There is an embankment with a slot cut into it to allow water to flow from the <br />area. There is also some erosion on the slopes around this area. <br />EXCESS SPOIL and DEVELOPMENT WASTE - Rule 4.09 Placement; Drainage Control; Surface Stabilization: <br />- Fill 7 has been completed. The fill was well vegetated and appeared to be stable at the time of the inspection. <br />The fill has some rilling and gullying on the face of the fill, mostly in areas where the runoff flows into the terrace <br />ditches. There were some larger gullies (up to four feet deep in places) observed flowing into the upper terrace <br />ditch of the fill. There was erosion and scouring from the terrace ditches where they flow into the fill's perimeter <br />ditches. While these perimeter ditches appeared to be stable and carrying the runoff to the pond, they should be <br />repaired so the erosion does not become worse. <br />Number of Partial Inspection this Fiscal Year: 3 <br />Number of Complete Inspections this Fiscal Year: I <br />Page 2 of 16
