EXIUBIT C <br />N NING PLAN <br />The initial state Reclamation Permit is for a 9.85 Ac pit * Excavating will begin in September 1, <br />2010 and will continue until September 1, 2015. The materials will be used for road base for the <br />Cordova Wind Farm Project in Huerfano County, Colorado. Reclamation will run eonc urrew with <br />mining so little work will be necessary when minim is done. Ibis means that as the area is mined it <br />will be leveled, graded as mining proceeds, seeding when mining stops.* No utilities are needed at the mine. Portable <br />toilets will be used as restroom facilities and bottled water will be supplied as needed. <br />We do not believe this thine will have a signif cant impact on roads, traffe or public safety in the area. <br />Our proposed entrance haul route is via Highway 10 to County Road 210 east for approximately 6 <br />miles and then via a private driveway 2 miles to the project area. Our proposed exit haul route is via a <br />private road, which briefly crosses County Road 210, dir+eWy to the Cordova Wind Farm Project site. <br />There is an existing two-track private road access on the private land approximately 2 miles in length <br />and 12 feet in width that will be lightly graded to allow track access. <br />There will be no structures installed or processing on site. <br />It will be necessary to disturb the vegetation and small wildlife on the site during mining activities but <br />this is such a small site surrounded by large natural area that there will be little impact to the general <br />area. Once an area has been mined, it will be revegetated to at least the same condition as now. We <br />will not disturb any critical wildlife habitat, or wildlife migration corridors and no ground water will be <br />intercepted. Surface runoff that contacts disturbed areas will be retained on site until it evaporates or <br />soaks into the ground. There will be no storm water discharges front the site. The source for any <br />water used on the project will be private wells on applicant's land or privately contracted water haulers <br />for use in dust control. <br />The mining will take place on rangeland, not irrigated agricultural land or within a natural hazard area. <br />The proposed development will not pose a dotal to human health, safety or property. This <br />development will not generate any acid or toxic producing materials. The renwants front our <br />processing are native material found on the site and will be used to complete reclamation of the land as <br />mining progresses. <br />The environmental issues such as dust control are dealt with by operating permits from the Colorado <br />Departmsnt of Health, if necessary. The visual impacts are mitigated by the mine's location and our <br />planned reclamation activities. This mine is located in a rural area on applicantl' ranch South of <br />Highway 10 and Fast of Walsenburg. <br />See Exhibit D Reclamation Plan for further details. <br />* Revised November 5, 2010
