May Day and Idaho Mine Complex 112 (d) Permit Application <br />(v) formations, aquifers or strata to be sampled; <br />(vi) identify the potential sources of groundwater contamination that will be monitored by <br />the compliance monitoring point; <br />(vii) a time-schedule for implementation; and <br />(viii) ambient groundwater quality data to characterize potentially impacted groundwater <br />quality. <br />(8) Release of Reclamation Liability: Wildcat will demonstrate, to the satisfaction of the Office, that <br />reclamation has been achieved so that existing and reasonably potential future uses of groundwa- <br />ter are protected. <br />(9) The Office will be supplied with a written report within five working days when there is evidence <br />of groundwater discharges exceeding applicable groundwater standards or permit conditions im- <br />posed to protect groundwater quality when these other conditions are explicitly identified in the <br />permit as requiring such notice. <br />• Rule 3.1.8 Wildlife <br />(1) All aspects of the mining and reclamation plan have taken into account the safety and protec- <br />tion of wildlife on the mine site, at processing sites, and along all access roads to the mine <br />site with special attention given to the Canada lynx which is a Federal and State listed endan- <br />gered species known to inhabit this area and to not disrupt migration patterns of deer (Exhibit <br />H). This is especially critical during the winter season with considerations of snow removal <br />or compaction disrupting lynx movement and hunting grounds. <br />(2) Habitat management and creation is not part of the Reclamation Plan or planned future land <br />use. <br />• Rule 3.1.9 Topsoiling <br />(1) Since this is an underground operation, relatively little (less than 10,000 cubic yards) run of <br />mine rock is expected to be disposed of in designated storage areas. In addition, limited to no <br />suitable topsoil is available from these areas (Exhibit I; Exhibit T - Section 6.4.20(17); Sec- <br />tion 6.4.5(2) (d)). If suitable topsoil is found in quantities greater than six inches, this topsoil <br />will be removed and segregated from other run of mine rock. If such topsoil is not replaced <br />on a backfill area within a time short enough to avoid deterioration of the topsoil, vegetative <br />cover or other means will be employed so that the topsoil is preserved from wind and water <br />erosion, remains free of contamination by toxic or acid-forming material, and is usable for <br />reclamation. <br />(2) Where practicable, woody vegetation present at the site will be removed from or appropriately <br />incorporated into the existing topsoil prior to excavation within the affected areas.
