May Day and Idaho Mine Complex 112 (d) Permit Application <br />A review of the 1983 San Juan Forest Plan' and 1992 Amended Forest Plane and San Juan Plan Amend- <br />ments3 (since 1992 Amended Plans) showed no plans to change general, overall land use. La Plata Coun- <br />ty is currently in the process of updating their 2001 La Plata County Comprehensive Plan and as of July <br />2010 had a draft plan partially completed and available to the public4. Over the last 50 years in La Plata <br />County, a general trend has occurred with the conversion of some of the historic agricultural (ranching <br />and farming) land use into recreational land use due to the continuous population growth. Much of this <br />trend is also due to increased tourism activity. The 2010 draft plan notes the impacts of an increasingly <br />distressed local economy combined with the increased population, and need for infrastructure, and the <br />pressures they have placed on the agricultural community. <br />Post-mining land use is recreational and a plan for reclamation and revegetation is included in this exhi- <br />bit. <br />6 4 5(2) (c) Meeting Requirements of Section 3.1 <br />Rule 3.1.1 Establishing Post-Mining Use: <br />Affected lands of the May Day and Idaho Mine Complex will be reclaimed to a post-mining recr- <br />eational land use. Section 6.4.5(2) (b) above provides a comparison of and compatibility with <br />surrounding land use. This reclamation plan was prepared with the future recreational land use in <br />mind including grading and seeding with native plants to blend with the surrounding landscape <br />and topography as much as practicable. <br />• Rule 3.1.2 Reclaiming Substituted Land: <br />No substituted land for reclamation requirements is planned <br />• Rule 3.1.3 Time Limit and Phased Reclamation: <br />Reclamation activities will be conducted on affected lands upon completion of each phase (Exhi- <br />bit D - Mining Plan) and detailed in Section 6.4.5(2)(e) below. <br />• Rule 3.1.4 Public Use: <br />Public use of the lands owned by Wildcat for recreational purposes, will only be permitted by <br />Wildcat if conducted in accordance with the Limited Landowner Liability Law contained in Ar- <br />ticle 41 of Title 33, C.R.S. 1984, as amended, and will not be permitted in areas where such use is <br />found by Wildcat to be hazardous or objectionable. <br />• Rule 3.1.5 Reclamation Measures - Materials Handling: <br />(1) With a final land use of recreational, matching the surrounding landscape in topography is the <br />best practice.
