p.2
0
are objecting to the TR57 permit.
(7)Where did they come up with a 600x600 foot grid??? What PERSONEL will inspect ?? Who
is qualified and who will actually be doing the inspecting ? ??
(S) Prior to topsoil replacement, the re- graded spoil within mined areas will be scarified by deep
ripping or chisel plowing 12 to 24 inches deep. There is a tremendous amount of huge rocks they
bring up with this. Where is there something about the rocks and what they intend to do with
them ?? They are very detrimental and there need to be something in writting that says they will
get rid of the rocks.
(9)Overburden contains a mixture of soft slightly hard and extremely hard rock fragments but
will possess acceptable root grov,. Hove and where is there documentation saying that ??
(10) NRCS has documented several times how hard moisture and removing topsoil in wind, wet
conditions , or when it is frozen is extremely hard on the topsoil. Good conditions should always
exist. Where did they now get that it is fine to remove it when it is frozen or windy, etc. ? ? ? ??
(11) This temperature statement is a little ridiculous. In Lay Co. Temperatures get 20 below and
life goes on. In Gunnison, temperatures get 20 below and all equipment still starts and life goes
on and everyone mines and works and all equipment runs and works. We have had sub -zero
temperatures many times and using this for a topsoil removal excuse is not right.
Thank you for your time,
Frank and Mary Lou Morgan
Mike Morgan
JoEllen Turner ' 1 '- =-'- • ----
i
