If such suitable <br />lands are located, and appropriate demonstrations can be made, OMLR world <br />approve their use as reference areas, or would accept standards for cover and <br />production based on a historic record obtained from at least 5 years of data from <br />statistically valid sampling or properly verified bay production records. <br />14.OMLR requested additional description of methods that would be applied to baled hay to <br />ensure appropriately precise and consistent determination of dry weights, when the "total <br />harvest" method of production success demonstration is utilized. The narrative section <br />was properly amended. Item Resoles. <br />15.OMLR had pointed out that the sample adequacy formula listed in Item 5 on pages <br />2.05.4(2)(e)(18), (20), and (22), was more stringent than the formula required by current <br />regulation. The formula was properly revised. L,ggz ved. <br />16.OMLR requested additional detail regarding the method to be used to quantify production <br />per acre using the total harvest method, consistent with methodology descriptions provided <br />for baseline total harvest documentation. The narrative sections were properly amended. <br />Item, Resolved. <br />17.OMLR noted that plans addressing cover sampling techniques and statistically valid <br />demonstrations of success for cover, for irrigated and dryland pasturelands in the NH-2 <br />area had not been specifically addressed or was out-dated, and requested that the <br />appropriate sections be amended. While the general plans presented in revised Section <br />2.05.4(2)(e) are generally acceptable, we have the following comments. <br />a) While the general plans presented in the two sections conform with Rule 4.15.11 <br />requirements, presentation to OMLR of a detailed protocol for data collection, <br />evaluation, and presentation is strongly advised, prior to initiation of data collection <br />for bond release (refer to the 1995 Bond Release Guideline document). <br />b) The west listed under Item 3;, on amended page 2.05.4(2)(e)-32 of Tab 22 is <br />identical to the "general form." of the reverse null t-test as listed in Rule <br />4.15.11(2xc). This is in fact the exact form of the "One Sample" t-test that would <br />be employed if a technical standard is involved. It is also the exact form of the t- <br />test employed if a reference area is involved, and sample adequacy is achieved in <br />the reference area, where the Standard ("Q" in the formula) is the reference area <br />sample mean (refer to the 1995 Bond Release Guideline for further explanation). <br />However, in the event that sample adequacy were not achieved in the reference area <br />after 30 or more sample observations, a more complicated two sample West, with <br />Satterthwaite corrected standard error and degrees of freedom would be warranted, <br />to demonstrate that the reclaimed area population mean is greater than 90% of the <br />reference area population mean, at the 80% level of statistical confidence.
