On 11 August 2010 Colowyo submitted technical Revision 88 to change the limits of the
West Taylor Fill. The revision was deemed incomplete on 20 August 2010. Colowyo
provided the materials required for completeness on 31 August 2010 and the Division
deemed the revision complete on 10 September 2010.
This revision only changes the limits of the West Taylor Fill and its configuration. It
does not change the maximum amount of overburden material that will be placed in the
fill. Colowyo provided Exhibit 21, Item 1 with TR-88, which is the engineering report
for the West Taylor Fill. This report was reviewed by the Division in conjunction with
Technical Revision 81 and found to be acceptable. The fill limits proposed in TR-88 are
the same as those reviewed with Exhibit 21, Item 1 in TR-81. Colowyo has "pulled out"
the fill limit change from TR-81 because they need to begin placing spoil on the fill pile
this fall.
The revision also contained SEDCAD modeling for the West Taylor Pond which contains
the new West Taylor Fill limits. The West Taylor Pond will be remodeled with the
changes contained in TR-81 (which includes the changes to the fill limits). Additionally.
the changes to the fill limits are minor and the amount of fill being placed on the pile has
not been increased. Because of the above reasons, it was determined that the existing
West Taylor Pond Model is acceptable.
The Division will propose a decision to approve Technical Revision 88.
