Snowcap Coal Company-Roadside North and South Portals Mine <br />Colorado Department of Reclamation, Mining, and Safety (DRMS) Permit No. C=1981-041 <br />Phase II and III Bond Release Inspection (SL-6) <br />July 27, 2010, <br />Participants: Mike Boulay, Colorado Division of Reclamation, Mining, and Safety <br />Brant Harrison, Kokopelli Farm and Produce <br />Tonya Hammond, Snowcap CC Rep/J. E. Stover & Associates,. Inc. <br />Elizabeth Shaeffer, Office of Surface Mining <br />Weather Conditions: Sunny and hot, clear skies. <br />By letter dated May 17, 2010, Snowcap Coal Company, permittee for the Roadside North and <br />South Portals Mine, applied for Phase II and Phase III bond release. The current total bond <br />amount held by DRMS is $1,640,413.00 of which $67,420.00 is being requested for release. The <br />mine is located approximately 3 miles northeast of Palisade, CO. This bond release inspection <br />focuses on 14.8 reclaimed acres (of the 3016 permitted acres) located at the South Portal that <br />have a post mining land use (PMLU) of Industrial. This PMLU has been implemented. The <br />ownership of the land and minerals includes Federal and private entities. <br />Underground mining was ceased in December of 1999. The portals were sealed and a major <br />portion of the facilities were demolished and removed in 2000. During the time period of <br />August, 2007 through March, 2008, the Roadside South Portal and the upper and lower areas of <br />the site were backfilled and regarded to the approved final contour. Drainages were constructed <br />to function properly with this final contour. The backfilled and graded areas were hydro-seeded <br />with an "Upland Components" seed mix. The remaining structures and miscellaneous materials <br />were demolished and removed. The warehouse was approved for retention for use by Kokopelli <br />Farm and Produce. <br />Snowcap Coal Company mailed letters to adjacent landowners and various local governing <br />bodies on May 13, 2010 notifying them of the application for bond release. A copy of this letter <br />was included in the bond release application package. <br />Inspection: <br />All parties met at the Kokopelli Farm and Produce parking lot. Mr. Boulay gave a, description of <br />the bond release area and a brief explanation of the mining operations that took place near the <br />south portal.
