(Page 2) <br />MINE ID # OR PROSPECTING ID #: M-9009-004 <br />INSPECTION DATE: 10195/10 INSPECTORS INITIALS: R_ <br />OBSERVATIONS <br />The Division conducted a monitoring inspection of the site to verify modifications to <br />existing structures and new facilities that were added after the permit was issued, <br />without an appropriate revision to DBMS. The Division after meeting with the operators <br />and conducting an inspection in 2008 was notified of these modifications and additions. <br />Since that time the Division had been waiting to receive the as built submitted as a <br />Technical Revision. On 7/26/10 GCC Rio Grande submitted as a Technical Revision <br />addressing partially the as built, and new faculties that were added to the permit area. <br />Normally this will be cited as possible violation to the permit and bring the matter <br />before the MLRD BOARD. Since the structures are already constructed, the Division wanted <br />to address the deficiencies as a technical revision to the permit and cited the <br />infraction as a possible problem and gave a 90 day dead line for the submittal as a <br />technical revision in the 2008 inspection. <br />Since that time after numerous extension request, the as builts were finally submitted. <br />The Following as builts are New Facilities. <br />1)Lime stone storage Electric room, 2) Raw material electric room 3) Water treatment room <br />4) Conveyor 22101 5) Conveyor 12109 6) Conveyor 13103 7) Conveyor 13111 8) Gypsum storage <br />building 9) Conveyor 13302 10) Conveyor 13303 11) Coal electric room 12) Raw Mill <br />Electric room 13) Cooler Electric room 14) pump house and water tanks(2) 15)Cooler Tower <br />16) Electric substation 17) Cement Silos Electric Room 18) Grinding Aid safety container. <br />The following items are modifications to existing structures. <br />1) Raw material storage building 2) Clinker Conveyor 3) Warehouse 4) Cement Silos(4) <br />and dispatch system 5) rail yard. <br />With Barbra on hand ad utilizing the submitted as built diagrams, these structures <br />were verified and were as reported in the as builts. A few items mainly the close to 3 <br />mile, 60 feet wide paved road from the access to the plant and the bridge that was <br />constructed along the St Charles River will need to be addressed. Ms.Hodjson agreed to <br />provide the details of the bridge and road at a later date. The Division also <br />suggested to Ms Hodjson that the operator should explore the idea of having Pueblo <br />County re-zone the area from the current range land to heavy industrial use. If such a <br />designation is granted as post mining land use, for the area covered under the permit <br />or even the plant area, the Division will not object. Once the designation is granted <br />GCC can submit request a release request for a portion of the area that is covered by <br />the clinker plant. Once the request is approved, the Division can adjust the warranty <br />accordingly. <br />After the facilities inspection with Mr Frank Scott present the active mining area was <br />inspected. Pit was not active at the time of the inspection. The drainage control pond <br />for the pit was dry. Maximum affected area for the mining portion of the operation is <br />15 acres at any given time. Operator plans to submit a Technical revision to increase <br />the active mining acres as soon as the total acres to be added once the plan is <br />defined. GCC had reclaimed 2.3 acres along the north side of the pit area. Slopes had <br />been cut t0 4:1 graded, top soil applied. Existing pit high walls stable no major <br />surface failure noted. <br />GCC might request an extension to the TR approval so the as built for the bridge and <br />access road is submitted.
