(Page 2) <br />MINE ID # OR PROSPECTING ID #: M-1992-03A <br />INSPECTION DATE: 22 OctnhPr 7n10 INSPECTOR'S INITIALS: DR7 <br />OBSERVATIONS <br />This was a routine inspection conducted by David Bird of DRMS. Mr. Daren Palizzi of Jones Fine Sand Company <br />accompanied on the inspection. The site is located approximately 7.5 miles north-northwest of Byers just <br />northwest of the intersection of County Road 46 and East 64"' Avenue and alongside an ephemeral tributary of <br />West Bijou Creek. The commodity of interest is sand, although production has been sporadic and intermittent in <br />recent years. The total permit area is 45.5 acres, and the Division holds financial warranty in the amount of <br />$4,500 for the operation. DRMS records show the post-mining land use as pastureland. The surrounding land is a <br />mixture of pasture and farmland. <br />Annual reports together with visual observations on the ground indicate that there has been insignificant change at <br />the site since the last inspection in 2004. No processing other than washing and some screening occurs on site; <br />any further processing is done at the company's Commerce City facility. The most recent revision of the mining <br />plan, submitted in August 1992, calls for mining no more than 10 acres at a time with concurrent reclamation <br />during mining. The maximum depth of mining is about 30 feet, which is well above the water table at about 90 <br />feet, so no exposure of ground water occurs or is expected to occur. <br />The reclamation plan calls for regrading pit slopes to a maximum slope of 4:1 with revegetation as needed. There <br />is very minimal topsoil available for salvage and no importation of topsoil is specified in the reclamation plan. <br />However, fines from the screening process are being salvaged for use as a growth media at closure. There are <br />minimal structures that would have to be removed from the site at closure; the remnants of the scale house are <br />outside the permit area, as are the water wells mentioned in the permit application documents. <br />Although the site sees only intermittent activity, there is sufficient activity that the site does not fit the criteria for <br />temporary cessation. <br />The reclamation cost estimate was recalculated at $7,210, which is an increase of $2,710 over the $4,500 amount <br />currently held. The calculation is based on the assumption that only 10 acres will be left to be revegetated at any <br />given time in the event the operator vacates the property. The cost estimate worksheets are attached to this <br />inspection report.
