PERMIT #: M-1978-170 <br />INSPECTOR'S INITIALS: THM <br />INSPECTION DATE: October 25, 2010 <br />OBSERVATIONS <br />This inspection was conducted as part of the normal program established by the Colorado Division of <br />Reclamation, Mining and Safety. The Ellison Pit is located east of Delta, Colorado off of G Road. The site is a <br />112c-phased operation. Bob Kalenak, Larry Record and Mark Mewhinney of Delta County accompanied the <br />inspector during the inspection. <br />The primary focus of the inspection was to observe the proposed easement for a Tri-State power line. Delta <br />County submitted a technical revision to the mine plan to remove gravel within the utility easement prior to the <br />construction of the power line in order to develop the gravel resource. The technical revision, TR-01, was <br />approved October 21, 2010. <br />The mine identification sign is in place and in compliance with rule 3.1.12. The sign is located on a post at the <br />main entrance at both mine locations. The permit boundaries are comprised of fence posts that are easily <br />identifiable around the entire perimeter of the mine. <br />The pit is currently active. Various pieces of excavation, hauling and material processing equipment were <br />observed during the inspection. Adequate amounts of topsoil and overburden appeared to be stockpiled for the <br />approved reclamation plan adjacent to the eastern permit boundary. Stockpiles of processed material were <br />present during the inspection. Current total disturbance at the Ellison Pit is estimated to be approximately 10 <br />acres. <br />No onsite or offsite stormwater erosion was observed during the inspection. <br />No problems or possible violations were observed during the inspection. <br />Photos that show the conditions observed during the October 6, 2010 inspection are included at the end of this <br />report. <br />Responses to this inspection report should be directed to Travis Marshall at the Division of Reclamation, <br />Mining and Safety, Grand Junction Field Office, 101 South 3rd Street, Room 301, Grand Junction, Colorado <br />81501, phone no. 970-241-2042. <br />Page 2 of 4
