The operator does not want to change the post mining use of the land, which <br />is Developed Water Resources (WR). The Reclamation Plan continues to be <br />the same as approved by the Mined Land Reclamation Board, a Developed <br />Water Resources. The technical revision is an attempt to reduce the financial <br />warranty to a cost that makes this project fiscally viable until the economic <br />conditions warrant the increase in bonding cost and the project can move <br />forward as a feasible Developed Water Resource. The operator will not <br />change the approved reclamation plan as originally submitted, this technical <br />revision will be implemented for the required necessary time period. <br />The operator is committed to making this project a successful water <br />reservoir and gravel business enterprise, which will enhance the local and <br />state economy. This permitted Gravel Pit is a valuable asset to the local <br />community and will be an asset for future water storage in the Arkansas <br />Valley River Drainage for use by the people of the State of Colorado. <br />The operator proposes to mine only in the previously disturbed area and not <br />proceed beyond this area until the time is right for an expansion in <br />operations. The revised Mining Plan will be to mine in the delineated 21.40- <br />acre area marked with permanent boundary monuments (steel tee post) that <br />will be placed as per the revised Mining Plan Map submitted with this <br />technical revision. This area will be use exclusively until the demand for <br />material increases. When the demand reverts to a normal level the Division <br />of Reclamation, Mining, and Safety will be given prior notice. When the <br />operator believes a sustained demand is near they will prepare a technical <br />revision and submit the proposed technical revision to the Division of <br />Reclamation, Mining and Safety for the proper due processing with enough <br />time for a complete review. <br />The proposed Mining Plan will be as follows: <br />1. Mine only in the prescribed area as marked and enclosed by the 21.40 <br />acres. <br />2. The 21.40 acres will be the affected area. <br />3. Excavation will be limited to 2 feet above the ground water level at all <br />times. No groundwater will be exposed. <br />4. The mining will be sloped to a 3 horizontal to 1 vertical while the <br />mining is proceeding.
