C-1981-020/Munger Canyon Mine DTM <br />October 15, 2010 <br />HYDROLOGIC BALANCE -Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, <br />4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring <br />4.05.13; Drainage - Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />Munger Creek was dry at the time of inspection. The sediment pond at the Munger waste disposal site was dry. <br />Culverts and ditches in the waste disposal vicinity appeared to be properly maintained and functional. Silt fences <br />in the reclaimed portal bench area and at the lower topsoil stockpile site along the access road require <br />maintenance, at several of the installations fabric had pulled off the stakes and repair or replacement will be <br />necessary. <br />PROCESSING WASTE/COAL MINE WASTE PILES - Rule 4.10 and 4.11 <br />Drainage Control; Surface Stabilization; Placement: <br />The reclaimed coal waste pile remains stable, with no signs of erosion or instability. Vegetation establishment on <br />the site from the 2007 seeding has been disappointing, with continued dominance by annual weeds and minimal <br />presence of desirable perennials. Reseeding appears to be warranted. <br />ROADS - Rule 4.03 <br />Construction 4.03.1(3)/4.03.2(3) <br />-Drainage 4.03.1(4)/4.03.2(4) <br />Surfacing and Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) <br />Reclamation 4.03.1(7)/4.03.2(7): <br />The retained section of the portal access road extends from the Highway 139 intersection to its endpoint beyond <br />the waste disposal site. Beyond the endpoint, the remainder of the road along the canyon sideslopes up to the mine <br />bench location was fully reclaimed in 2007. Road surface and drainage structures along the retained section of <br />road appeared to be well maintained and functional. Backfill slopes and permanent channels along the reclaimed <br />segment of the road appeared to be stable; the channels have functioned well and desirable perennial vegetation is <br />becoming established along the reclaimed road corridor. <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />As noted in other sections of this report, the reclaimed portal bench area, reclaimed portal access road, and <br />reclaimed waste disposal area, all appear to be stable, with no indications of erosion or mass instability. <br />Permanent channels along the reclaimed road and in the waste disposal area are stable and functional. <br />Observations regarding apparent vegetation success are discussed in the "Revegetation" section of this report. <br />Number of Partial Inspection this Fiscal Year: 2 <br />Number of Complete inspections this Fiscal Year: 2 <br />Page 3 of 10
