October 6, 2010 C- 2010- 089/New Horizon North Mine MLT <br />Mining Area <br />• The New Horizon North Mine will operate within the entirety of the western half of Section 25, the <br />southern portion of which was mined previously by Peabody under the Nucla Mine (WFC's NH <br />Mine) Permit. This area was reclaimed, but has not yet been able to achieve final bond release. <br />Following permit issuance for the NHN Mine, this acreage will be removed from the NH1 /NH2 <br />permit (C- 1981 -008). <br />Pre - mining land uses for the NHN permit area (in Section 25) are illustrated on Map 2.04.3 -1. <br />Categories include Pastureland (Reclaimed, Irrigated, Dryland, and Intensively Managed Irrigated); <br />Grazing Land (Big Sagebrush and Sub - Irrigated); Residential (Roads, Disturbed Road R -O -W, and <br />Residential /Agricultural Disturbance); and Water Resources (Developed and Irrigation Channel). <br />Surface ownership is divided approximately as follows: Glasier - northern 80 acres; Meehan - 80 <br />acres south of Glasier; Garvey - southern 160 acres. Each of the three parcels is a mixture of <br />Pastureland (both irrigated and dry) and Grazing Land. Only the Garvey parcel has pastureland that <br />falls within the "Intensively Managed" land use category. The natural terrain appears to have <br />effectively controlled the application of irrigation within the proposed mining area. <br />• The Meehan parcel is bisected by a natural drainage that crosses the property from east to west (Photo <br />5). A second channel crosses the northwestern corner of the Glazier property. Neither of these <br />channels is proposed to be disturbed by mining. <br />• We traversed the Glasier parcel on foot. While there was evidence of irrigation having been utilized <br />on portions of the property in the past, grasses and alfalfa were not vigorous, and much of the land <br />was becoming infested with Russian knapweed, kochia, perennial sow thistle and Russian thistle. <br />The portion of the Meehan parcel located south of the drainage was green and well irrigated (Photo <br />6), while the northern segment appeared to be undisturbed grazing land. <br />Number of Partial Inspection this Fiscal Year: 0 <br />Number of Complete Inspections this Fiscal Year: 0 Page 3 of 7 <br />
