Tonya Hammond of Snowcap Coal <br />Company was present during a portion of the inspection. Weather conditions were cloudy and cool with light rain <br />showers. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, <br />4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring <br />4.05.13; Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />Ground conditions were wet. Coal Creek had a very small amount of water in it. The rain gauge along Coal <br />Creek showed .32 inches of water from the rainfall the previous night. Sediment Ponds 6, 8, 10, and 11 were <br />inspected. All ponds were dry except for Pond 8 which had a very small amount of water in it (see Photograph <br />No. 1). Pond embankments, inlets and discharge structures were all stable and no problems were noted at any of <br />the sediment pond locations. <br />GENERAL MINE PLAN COMPLANCE: <br />Sediment and drainage control structures at the South and North Portal areas were all functioning as intended and <br />appeared to be properly maintained.
