October 15, 2010 C -1980- 004 /McClane Canyon Mine DTM <br />with a 2 nd tillage or application of glyphosate ( "Roundup ") if warranted (1.5# acid equivalent per acre), prior to <br />seeding of the stabilization mix in the approved July /August seeding season. On berms and other locations not <br />accessible for disking, the glyphosate should be applied in early spring when the annual kochia and Russian thistle <br />are in the early seedling stage. Subsequent weed growth should be controlled by manual methods (pulling or <br />cutting) to prevent tall growth and seed dispersal. On the topsoil stockpile, where cheatgrass is the primary <br />problem, longer term treatment may be warranted. Application of glyphosate during active early growth periods <br />in spring and fall of 2011, followed by seeding of the stabilization mix in the fall dormant seeding season <br />subsequent to the fall 2011 treatment may be the best course of action. Refer to the downy brome/ Japanese <br />brome Biology and Management Bulletin prepared for the Division by Dr. George Beck of CSU, distributed to <br />operators in January 2010, for detailed recommendations and treatment options. <br />It is recommended that the county weed control authorities be contacted for their recommendation regarding best <br />combination of practices and application rates. Measures will need to be implemented for suppression of the <br />weedy annuals and establishment of the interim stabilization species in 2011. Surface broadcast seed will need to <br />be lightly covered after seeding by harrow, raking, or equivalent methods. <br />TOPSOIL — Rule 4.06 <br />Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4: <br />Vegetation cover on the topsoil stockpile is heavily dominated by cheatgrass, which needs to be controlled and <br />replaced by desirable species to prevent further spread of cheatgrass seed when the soil is used for final <br />reclamation.
