October 19, 2010 C-1981-019/Colowyo Coal Mine KAG
2010 'current backfilling and
grading
Repair work is also complete in the lower 1500 feet of the Taylor Tributary Ditch. Riprap size, bottom width, side
slopes, and the tie-in to the ground on either side of the ditch appear in accordance with the design. The Division
recommends that a registered professional engineer do a preliminary review of the work completed to determine
whether or not the certification required under abatement step no. 2 can be completed or if additional repairs or
adjustments are necessary. In particular, the Division recommends that the field depth of the Taylor Tributary
Ditch be evaluated and compared to the design information as found in the approved permit. Please also ensure
that any as-built certification submitted as part of the abatement of NOV CV-2010-004 specifically reference the
approved design by location in the approved permit application.
Surface roughening is also required in reclaimed areas of the East Pit. The operator uses a large disc capable of
producing mild to significant roughening on the reclaimed surface. A photo of this implement is shown below.
Areas in the West Pit near the Taylor drainage that had been roughened using this implement were noted.
Number of Partial Inspection this Fiscal Year: 5
Number of Complete Inspections this Fiscal Year: 1
Page 6 of 8
