October 5, 2010 C-1980-007/West Elk Mine TAK <br />subsoil stockpile could use some mainatenance work to ensure their long-term function, but appeared capable of <br />preventing sediment from leaving this SAE site. <br />There was a trickle of flow through the flume in the Dry Fork of Minnesota Creek that is located immediately <br />above Minnesota Reservoir. The flume appeared in good repair, with no evidence of piping around or under the <br />flume. <br />PROCESSING WASTE/COAL MINE WASTE PILES - Rule 4.10 and 4.11 <br />Drainage Control; Surface Stabilization; Placement: <br />The new coal processing plant on the Lower Refuse Pile began since the September DRMS inspection. The RPE <br />is nearing its maximum capacity. No problems were found on the RPE. The top surface of the RPE was dry and it <br />slopes gently to the back of the pile where runoff would enter a ditch that goes to the RPE two-cell lined pond. <br />The slopes of the RPE are well-vegetated and have survey mirrors in place. <br />Road construction for the RPE East has recently begun (approved in TR-120). <br />REVEGETATION - Rule 4.15 <br />Vegetative Cover; Timing: <br />The thistle patch on the north side of the Deer Creek Shaft site showed die-off from spraying several weeks ago. <br />SUPPORT FACILITIES - Rule 4.04: <br />No problems were found at the Deer Creek Shaft site. The gate to this fenced site was locked. <br />TOPSOIL - Rule 4.06 Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; <br />Redistribution 4.06.4: <br />The subsoil and topsoil stockpiles at the Deer Creek Shaft site were properly marked and did not show signs of <br />excessive erosion or weed problems. <br />DOCUMENTS RECEIVED None <br />OTHER (SPECIFY) None <br />ENFORCEMENT ACTIONS/COMPLIANCE <br />No enforcement actions were taken as a result of this inspection and none are pending. <br />Number of Partial Inspection this Fiscal Year, ending 6/30/11: 3 <br />Number of Complete Inspections this Fiscal Year, ending 6/30/11: 1 <br />Page 3 of 6
