October 6, 2010 C-1992-080/Carbon Junction Mine TAK <br />needs repair at the location of the hole to ensure the long-term function of the channel. <br />Reclaimed western collection ditch. There was a small pool of water in the collection ditch on the west side of the <br />paved haul road at the inlet area of a set of three culverts. The pooled area and culverts may be in the sand and <br />gravel permit area. Coal permit boundary markers are needed at this location for ensuring compliance with 4.02.3. <br />(This location is shown in Photo 4 of the March 25, 2009 inspection report.) The pooling appears to result from <br />removal of the collection ditch in the coal permit area at the outlet end of the set of culverts. The ditch was <br />backfilled and regraded in early 2009 after DRMS included this ditch in a list of areas remaining to be reclaimed, <br />as shown on page 5 of the inspection report from the SL-4 bond release inspection of October 29, 2008. <br />Sediment control. The vegetative cover established on the disturbed areas of the Carbon Junction Mine appears <br />to be effectively controlling erosion. No significant gullies or sediment fans were found on the site. Erosion on <br />the disturbed areas of the site appears to be occurring at a rate similar to adjoining undisturbed lands. The base of <br />the North Pit reclaimed slope is contoured to act as a grass filter for trapping sediment in runoff coming off of the <br />slope where the south half of the North Pit was approved as a small area exemption in TR-14. This grass filter <br />terrace was in good condition. <br />ROADS -Rule 4.03 Construction 4.03.1(3)/4.03.2(3)0 ODrainage 4.03.1(4)/4.03.2(4)0 ?Surfacing and <br />Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) 11 ?Reclamation 4.03.1(7)/4.03.2(7): <br />The asphalt-surfaced main haul road was in good condition. The main haul road and the North Pit haul road have <br />previously been approved for permanent retention, as documented in Appendix 5-1 of the permit application. The <br />width of the North Pit haul road has been reduced to 30 feet as specified on page 5-26 of the approved reclamation <br />plan. The road surface of the North Pit haul road was in good condition during the inspection. <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />As noted in the October 2008 inspection report, the SL-4 bond release area appears that it would support <br />the approved postmining residential land use. Although these re-vegetated areas appear ready for residential use <br />based on their reclamation and the existing roads, no facilities or activities were found on the site that are specific <br />to residential use (for example: home construction, residential utilities, a domestic water supply well, or a home <br />septic treatment system). <br />REVEGETATION - Rule 4.15 Vegetative Cover; Timing: <br />The areas that were backfilled, graded, and topsoiled in early 2009 (ponds and collection ditches) were <br />seeded and had straw mulch applied in mid-2009. The areas that were backfilled, graded, topsoiled, seeded, and <br />mulched in summer 2006 had initially developed a nurse crop of sterile wheat/oat hybrid, a product called <br />Regreen. This grass and others (wheat, orchard, brome, and rye grasses) provide most of the cover on areas <br />seeded in 2006. Revegetated areas were in good condition during the current inspection. <br />SUPPORT FACILITIES - Rule 4.04: <br />No problems were found in the Equipment Storage Area at the south end of the permit area.
