Memo to PCPC <br />Re: SUP.No. 1999-002 <br />September 13, 1999 <br />Pace 5 <br />and other sources. The applicant anticipates the deep wells being drilled and <br />completed in the4" quarter of 1999. <br />The applicant has submitted proof of water supplies that are less than the volume of <br />water the applicant indicates will be necessary to serve the facility at full operational <br />capacity. =The Office of the State Engineer, Water Division 2 comments, dated 6/8/99, <br />are attached as Exhibit 10.. The Division's comments express concerns over the Board <br />of Water Works commitment to provide supplemental water without documentation as <br />to this commitment. The Division also expresses concerns over the use of water <br />collected in the erosion impoundments. Water in these impoundments is subject to the <br />priority system and not. available to use unless it was obtained in priority. The applicant <br />will need to have approved well permits for the proposed` sites' and should submit a <br />Pr' sed Water Needs Plan along with their mining permit application. The Division or <br />opo <br />Water Resources will review the overall plan after the applicant submits their Mining <br />Permit to. the Division of Minerals and Geology. <br />SEWER <br />The facility will utilize an Individual Sewage Disposal System for wastewater, A <br />preliminary Investigation Report.from the City-County Health Department indicates the <br />property appears suitable for the installation of the ISDS. The investigation report <br />Section 18, T22S, <br />reviewed the proposed.'-ISDS within. Sections 13, T22S, R64W and <br />R65W (the plant site),: and was signed by John Hochevar on 219199. <br />COMPREHENSIVE PLAN <br />„Pueblo County Plan Map" <br />The Pueblo Regional Comprehensive Development Plan, <br />depicts the subject property as "Grazing and Other Ag Lands." <br />The proposed use includes mineral extraction and processing, including cement <br />manufacturing, which involves.a more intensive industrial land use than the agricultural <br />activities currently utilizing the area. The Comprehensive Plan Land Use Element - <br />Secticn B3 discusses Industrial. Land Use. goals and policies as follows: <br />83'1. To have an orderly pattern of industrial development properly related to <br />other land uses, environmental concerns, and to the areas transportation system <br />in the Pueblo Region. <br />1. Encourage infill development of existing industrial lands and <br />industrial parks where utility and public services are available.
