Memo'to PCPC <br />Re: SUP No. 1999-002 <br />September 13, 1999 <br />Page 1.1 <br />The Division of Wildlife comments, dated 3/11/99, are attached as Exhibit 11. The <br />Division expresses serious concerns over the development of short grass prairie <br />ecosystems in Pueblo County. Impacts to this habitat can have great cumulative <br />effects to the surrounding areas. Due'to the fact that this project is still in the proposal <br />stages, the Division, would.like the opportunity to further comment on this project_as if <br />develops.. The DOW would be happy to provide positive input in the process or, <br />procedures involving reclamation:of the. mining areas. <br />AGRICULTURAL LANDS MAP <br />The US Department of Agriculture, Soil Conservation Service, Land.Use Map for <br />Pueblo County depicts the site as "Rangeland and/or Ncn-Irrigated Pastureland: The <br />maps are dated August 1973. <br />MINERAL EXTRACTION MASTER PLAN <br />The proposed. quarry area does not appear to be located within the commercial mineral <br />extraction zone as depicted in the Pueblo County Mineral Extraction Master Plan Map, <br />dated September 4, 1975. <br />QUARRY PLAN <br />The applicant has not submitted a draftof their Mined Land Reclamation.Board Permit. <br />The (Mined Land Reclamation Board will require the applicant submit and obtain <br />approval of a Mining .and Reclamation Plan and post the appropriate,performance bond <br />prior to establishing the. extraction and processing activity. Given the description of the <br />mining activity by the applicant as affecting greater than 10 acres, it is presumed the <br />reclamation application will be for a Construction Materials Regular 112 Operation. <br />The applicant.submitted.a Quarry Plan, dated April 4, 1999, describing the extent and <br />duration of the limestone mining by open pit methods. A supplemental map of the <br />segUential mining plan, mining area boundary, and SUP boundary is attached as <br />Exhibit 7. In addition., the Quarry Plan presents a description of possible soil erosion <br />and pcevention.of any discharges of sediment. Also, included are the measures to be <br />used to suppress and mitigate fugitive dust produced by the miping activities. The plan <br />proposes grazing as the.post mining land use.,
