The GCC Rio Grande,lnc is requesting a reclamation permit from the Division Of Minerals &
Geology,Dept. Of Natural Resources. This would allow them to begin open pit mining of the San
Carlos DOW Wildlife Area (approx;5,400 acres) abounding the St. Charles River. A number of
local groups and individuals have requested a public hearing on this matter . It is required that the
public hearing be held in Pueblo County, in the afternoon and evenimg as this is the area and
population that will be most effected by the proposed open pit mine. A review of the Rio Grande
Inc. reclamation permit which is filed at the Pueblo County Courthouse raises many unanswered
questions about the proposed reclamation plan.
EXAMPLES:
1. The plan does not provide sufficient information on effects of the surface and ground water
usuage and contamination.
2.The plan fails to demonstrate the historic and archaeological perservation and protection of the
state public lands. No appropriate site review was done.
33he mining of the St Charles river area should have triggered the requirements of the
Endangered Species Act (ESA & ESA #7 &#9). No adequate biological assessment was done.
4. The plan fails to provide an adequate analysis of the potential effects of the air pollution on the
public heath and environment.
5.The plan fails to provide adequate performance bonding and sufficient road maintenance
obligations.
6. The plan fails to assure compliance with State and Federal Water Quality Control Acts.
