Of Natural Resources. This would allow them to begin open pit mining of the San <br />Carlos DOW Wildlife Area (approx;5,400 acres) abounding the St. Charles River. A number of <br />local groups and individuals have requested a public hearing on this matter . It is required that the <br />public hearing be held in Pueblo County, in the afternoon and evenimg as this is the area and <br />population that will be most effected by the proposed open pit mine. A review of the Rio Grande <br />Inc. reclamation permit which is filed at the Pueblo County Courthouse raises many unanswered <br />questions about the proposed reclamation plan. <br />EXAMPLES: <br />1. The plan does not provide sufficient information on effects of the surface and ground water <br />usuage and contamination. <br />2.The plan fails to demonstrate the historic and archaeological perservation and protection of the <br />state public lands. No appropriate site review was done. <br />33he mining of the St Charles river area should have triggered the requirements of the <br />Endangered Species Act (ESA & ESA #7 	). No adequate biological assessment was done. <br />4. The plan fails to provide an adequate analysis of the potential effects of the air pollution on the <br />public heath and environment. <br />5.The plan fails to provide adequate performance bonding and sufficient road maintenance <br />obligations. <br />6. The plan fails to assure compliance with State and Federal Water Quality Control Acts. <br />5/6/02
