GCC Rio Grande, Inc., Cultural
events of importance in local or regional history and are thus, unlikely to add further to our
knowledge of the history of the area. These sites are recommended as not eligible for the
Register. Isolated finds are by definition not eligible for the Register. Two previously recorded
historic sites are two railroad lines sharing the same tack in this area, the Denver and Rio Grande
and the Colorado and Southern. Both of these resources as a whole are eligible for the Register.
The Colorado SHPO has determined other segments of these resources eligible. These segments
are of similar quality and character with associated features, such as the concrete bridge spanning
the St. Charles River, that enhance its value. These segments of the historic railroad corridor are
considered to be contributing elements to the overall eligibility of the larger railroads. URS
(Mutaw 2002) recommended that, prior to any construction or other earth-disturbing activity, the
Colorado SHPO should be notified. It is recommended that the Colorado Historical Society
(Society) be given the opportunity to comment on the potential adverse effects in accordance
with the 1975 State Register of Historic Places Act (CRS 24-80.1-101ff).
URS (Mutaw. 2002) included projections for locating previously undocumented cultural
resources in the plant and quarry area. These speculations were 1) that no additional historic
resources would be located; 2) that prehistoric sites would not occur in the upland areas and St.
Charles floodplain; and 3) that the most likely area for prehistoric sites would be in the terraces
along the St. Charles River and exposures of the gravelly loam of Pleistocene age. The projection
that no further historic resources would occur was based on resources that would appear on the
topographic map. Telephone and transmission lines do not generally appear on these maps and
were thus not considered as possible historic resources that would be encountered. No prehistoric
sites were found in the project area. This corresponds well with the speculations. Most of the
survey area is in the upland area where the possibility of finding sites was considered very low.
The two isolated finds indicate that there was sporadic use of the area for hunting and plant
processing. In summary, the predictions for the historic resources were not borne out and the
findings for prehistoric resources were consistent with the predictions. Cultural resource
clearance is recommended for the project with the stipulation that the Colorado SHPO be
consulted regarding proposed modifications to the two railroad segments.
REFERENCES
Fraser, C.B., and J.H.
