GCC Rio Grande, Inc., Cultural <br />by URS was complete, and there had been no change in the resource since that recording and no <br />reevaluation form was necessary. The shared D&RG and C&S railroad segments, 5PE1776.8 <br />and 5PE4162.2, recorded by URS (Mutaw 2002) also include the portion of these resources in <br />the present survey area. The recording by URS was complete and there had been no change in <br />the resource since that recording. No reevaluation form was necessary. The newly recorded <br />historic sites were a ca. 1920s telephone line (5PE4231.1), a ca. 1940s powerline (5PE4235.1) <br />and a pair of historic kilns (5PE4236) outside of the APE. These resources are described below. <br />Previously Recorded Sites <br />A segment of the historic D&RG, 5PE1776.8 (now the UP), was recorded by URS (Mutaw <br />2002). This resource is in the present survey area. The earlier recording included segments <br />within the present project's proposed rail spur. The tie-in of the proposed rail spur requires <br />standard switching to access either or both rail lines, UP and BNSF. The tie-in for the rail spur <br />represents a normal maintenance and operation activity of a working railroad. The <br />recommendation by URS in the previous recording was that this segment is eligible for the <br />Register and that impacts to the resource should be avoided or coordinated with the Colorado <br />SHPO, as required. This segment of the railroad represents a corridor that was established by the <br />D&RG, and AT&SF in about 1911 and was subsequently also used jointly by the C&S. The <br />D&RG merged with the UP in 1996, the C&S merged with Burlington Northern in 1970, and <br />Burlington Northern and AT&SF merged to become the BNSF in the late 1990s. Consequently, <br />the current operators are the functional and corporate successors of the historic operators.. The <br />railroad line has been continuously maintained and upgraded by the railroads. The railroad <br />segment retains historic integrity of setting, function, and theme, but does not retain historic <br />fabric. Routine operation, maintenance, and upgrading of the railroad, to the extent that it is <br />consistent with the historic function and theme of the property and does not significantly alter the <br />historic setting and feeling of the historic transportation corridor, will not introduce additional <br />impact to the integrity of the property. It is recommended that the Colorado Historic Society <br />(Society) be given the opportunity to comment on the potential adverse effects in accordance <br />with the 1975 State Register of Historic Places Act (CRS 24-80. 1 -10 1 ff). <br />A shared segment of the historic C&S, 5PE4162.2, was also recorded by URS (Mutaw 2002). <br />This resource shares the same grade and tracks with the D&RG/UP tracks. As with the D&RG, <br />the earlier recording included segments within the present project's proposed rail spur. The tie-in <br />of the proposed rail spur requires standard switching to access either or both rail lines. The tie-in <br />for the rail spur represents a normal maintenance and operation activity of a working railroad. <br />The recommendations by URS in the previous recording were that this segment is eligible for the <br />Register and that impacts to the resource should be avoided or coordinated with the Colorado <br />SHPO, as required. It is agreed that this segment of the historic railroad corridor is a contributing <br />element of both historic properties (the D&RG and the C&S). Greystone's assessment and <br />recommendations for the C&S/BNSF railroad grade are the same as those given above for the <br />D&RG/UP. Routine operation, maintenance and upgrade of the railroad in keeping with its <br />historic function and theme will not adversely affect its historic integrity.
