May 1St, 2002
Division of Minerals and Geology
1313 Sherman Street, Room 215
Denver, CO 80202
Dear Division,
As we represent residents of Pueblo County, the area where the Rio Grande
Portland Cement Plant is proposed, we are concerned about the quality of its
Reclamation Plan. The permit application is complex and requires much study.
Please extend the public comment period for an additional 70 days and
schedule a public hearing on the permit. It is imperative that this meeting
be held in Pueblo, in the evening, so that the public may attend.
?RECEIVED
MAY 0 y Zppp
Division of Minerals and Geology

The areas that need to be addressed at the public hearing are the inadequacy
of the plan to restore the area to use as rangeland based on the amounts of
_water and seed specified, in relation to the climatic conditions of the
area;
- the monitoring requirements for reclaimed areas are unspecific and
insufficient, and do not adequately protect the public from continued
blowing dust - which occur indefinitely, according to the plan;
- the monitoring requirements for reclaimed areas are unspecific and
insufficient, and do not adequately protect the public from continued
blowing dust - which occur indefinitely, according to the plan;
- time limits described are not specific, and terms such as
"completion' are inadequately defined;
- the plan is vague throughout - it basically fails to outline in
detail a specific plan;
- information on mineral rights is missing;
- there is no evidence of how the hydrologic balance of the affected
land and the surrounding area will be preserved;
- no real historical or archaeological survey has been done to
determine whether important cultural areas will be destroyed by mining;
- there is no evidence of how piles of removed soil will be
prevented from blowing
We have many other concerns. Much more opportunity for study and public
comment, major revision, and a chance to get answers to questions, is
necessary before this Reclamation Plan can be considered worthy of use on
our beautiful landscape in Pueblo County.
Please send notice of the public hearing when it is scheduled. Thank you.
G ?e.114
Robert Mahaney, State Council Member
Green Party of Colorado
