(Page 2) <br />MINE ID # OR PROSPECTING ID #: M-1985-1 An <br />INSPECTION DATE: 1n4s/]n INSPECTORS INITIALS: -BK^ <br />OBSERVATIONS <br />The Division conducted a monitoring inspection of the small 110 sand and gravel operation <br />located approximately 25 miles east of Colorado Springs. <br />Operator was not present at the time of the inspection. When the site was permitted by <br />Mr. Goss, the post mining land use was going to be water storage, commissioned to <br />adjacent cities. However, the site was never developed as such and the mining activity <br />never materialized as envisioned. <br />When the site was last inspected in 2005, the only activity was removal material from <br />already processed stockpile. The total affected acres were less than 2 acres. <br />Mr. Goss at that time was working on getting the land developed as water reservoir. The <br />warranty set at that time was $10,000.00. However the actual warranty posted was <br />$5,000.00.The Division , given the amount of disturbance on site accepted the <br />$5000.0.Under the Construction materials rules and regulations, the warranty for the site <br />cannot exceed what is needed to cover the cost of reclamation for the current year and <br />what is expected to be affected the next fiscal year. <br />Since that time the site has been in active, Most of the site that was affected has <br />naturally reclaimed itself and blends well with the adjacent undisturbed area. <br />The site is fenced and was observed from Falcon Highway. Permit sign posted along the <br />south side access road to the property on the fence. <br />If the plan is not to start mining the operator's should consider requesting a release <br />request in accordance with Rule 4.16 or apply to be in Temporary cessation. Since they <br />are the land owners and operators, the Division given how well the site looked during the <br />site visit will recommend release. <br />However if the wish is to hold on to the permit, the operator will need to apply to be <br />placed in temporary cessation in accordance with Rule 1.13.
