Permit Revision No.2
Response to Adequacy Comments
Page 3
2054
7. Page 2.05.4-1 states that, within the new permit area, Phase I bond release has been
obtained for all 266.7 acres of disturbed area, and Phase II bond release has been
obtained on 139.4 acres. Our records indicate that only 49.3 acres of disturbed area
have been Phase II released within the new permit area (see attached map). Please
verify the bond release acreage figures and revise the proposed narrative as
necessary.
Response: The 139.4 acres was an obvious oversight, however the actual calculated
acreage within the new Seneca II permit boundary that has obtained Phase II release is 51
acres. The narrative has been revised as appropriate.
2.05.4, 3.02.2
8. The Division has completed a reclamation cost estimate for the remaining work at the
Seneca II Mine. The new estimate reflects the transfer of the facilities area, Pond 004,
and a large portion of the pit area reclamation responsibility to the Sage Creek Mine;
it has also been updated with current reclamation costs. The revised estimate is
included for your review.
Response: No response necessary.
2.05.4(2)(c)
9. On page 2.05.3-1 of the PR-2 application, the narrative discussion ofpermanent roads
should include reference to South Road B, for clarification. Suggested wording would
be:
There are two (2) roads within the new permit area that are approved for
permanent retention - Access Road c and Light-Use South Road (including the
South Road B segment that forks off the main South Road and provides access to
Pond 008).
Please amend the narrative as warranted.
Response: The text has been updated for clarification as suggested.
10. The listing of permanent channels on page 2.03-1 of the PR-2 application volume omits
Channel SIIPM-13. Also, the statement that "These channels will become permanent
features in the future " could result in confusion, since the channels were proposed and
approved as permanent channels, and have been approved as components of the
postmining topography within Phase I Bond Release SL-4. Please include reference to
SIIPM-13 in the bulleted list, and delete the statement indicating that the channels
Seneca Coal Company • P.O.
