Bleeder Fan - The bleeder fan facility will require salvaging and stockpiling approximately 4,700 CY of topsoil <br />from the access road and the facility site. During the upgrading of the road, approximately 2,800 CY of topsoil will <br />be windrowed to the side of the road and left in place. The 1,200 CY that will be salvaged from the road extension <br />will be placed in the stockpile that will be established on the fan pad. In addition to the topsoil stockpiled from the <br />road extension, approximately 740 CY will be salvaged and stockpiled from the pad. The soil resources <br />information was derived from information presented in Exhibits 7 and 8, Soil Profile Description and Soil Mapping <br />Unit Descriptions, Map No. 19, Mine No. 3, Soils presented in permit C -84 -062. These materials are incorporated <br />herein by reference. At the bleeder fan site, Twentymile will establish a test pit to verify topsoil depths prior to <br />salvaging topsoil. The stockpiled topsoil, which is located within the pad area, will be stabilized with the topsoil <br />stockpile stabilizing seed mixture. Prior to salvaging any topsoil from the site, a T & E species reconnaissance for <br />Ute Lady's Tresses, Spiranthes diuvialis, will be conducted, and the results forwarded to the Division. It is not <br />anticipated that this species will be found, as the site appears to be outside of its natural range. <br />18 Right Ventilation Shaft (TR04 -44) <br />Approximately 4,400 feet of the access road crosses upland areas, with the remaining 2,700 feet crossing lowland <br />areas where road construction will involve removal of any large vegetation and stripping and stockpiling of other <br />vegetation, topsoil, and organic materials. Similarly, the shaft pad is located in an upland area. Given an average <br />topsoil depth of approximately 6 inches in the upland area and a total road disturbance area of approximately 5.7 <br />acres, approximately 4,600 cubic yards of topsoil will be salvaged from the road corridor, and 2,000 cubic yards <br />from the 2.5 acre pad area. Prior to initiating marked with identifying signs to prevent surface disturbance within <br />buffer zone areas. The topsoil from the road corridor was initially windrowed adjacent to the road and topsoil from <br />the pad area was placed in a stockpile adjacent to the shaft pad and within the road corridor, for future reclamation <br />use. As a result of concerns related to protection of windrowed topsoil from erosion and contamination, a decision <br />was made to recover topsoil from the windrows and place it in stockpile. The topsoil salvage volumes are indicated <br />on Table 49A. Seeding with the topsoil stockpile stabilization seed mixture identified on page 2.05 -121 will <br />stabilize the windrowed and stockpiled topsoil. <br />6 -North Mains Ventilation Shaft (TR05 -48) <br />Along the 2,930 -foot access road, construction will involve removal of any large vegetation and stripping and <br />stockpiling of other vegetation, topsoil, and organic materials. Similarly, the shaft pad is located in an upland area. <br />Given an average topsoil depth of approximately 6 inches in the upland area and a total road disturbance area of <br />approximately 2.4 acres, approximately 1,940 cubic yards of topsoil will be salvaged from the road corridor, and <br />8,954 cubic yards from the 11.1 acre pad area. Prior to initiating topsoil removal activities, wetland buffer zones <br />will be marked with identifying signs to prevent surface disturbance within the buffer zone areas. The topsoil from <br />the road corridor will be recovered and placed in a stockpile at the north end of the road corridor beyond the edge <br />of the 35 -foot road disturbance area, and topsoil from the pad area will be placed in a stockpile within the shaft pad <br />on the southwest edge of the pad for future reclamation use. The topsoil salvage volumes are indicated on Table <br />49A. Natural vegetative materials (mulch) incorporated into the topsoil, and seeding with the topsoil stockpile <br />stabilization seed mixture identified on page 2.05 -121 will stabilize the stockpiled topsoil. <br />6 -Right Thickener Underflow Borehole and Pipeline Installation <br />The proposed drill -pad and light -use road are in areas that have previously been disturbed by County road <br />construction activities. It is unknown whether soil materials were salvaged and replaced in these areas, however, a <br />reclaimed grassland vegetation community exists on a portion of the proposed pad area. The corridor for the <br />proposed thickener underflow pipeline crosses both previously disturbed and existing disturbance areas (mine <br />facilities and railroad construction). For the drill pad, pipeline, and the margins of the light -use road, available soil <br />materials will be salvaged and stockpiled for use in site reclamation. A small temporary soil stockpile will be <br />established adjacent to the pad area for the limited soil (estimated at approximately 300 cy) from the borehole pad <br />and light -use road margins. <br />TR09 -69 2.05 -84.9 10/23/09 <br />
