Once backfilling is completed, the entire disturbed area will be smooth - graded to blend with the surrounding <br />topography. The area will be topsoiled, with the topsoil replaced to a depth of approximately 21 inches, and the <br />• area will be seeded with the rangeland seed mixture. Contour furrows will be inscribed in the seeded areas to <br />minimize erosion. Concurrently, the diversion ditch will be reclaimed by blading the soil back into the ditch. <br />Given that the soil windrowed along the ditch is currently well- vegetated, significant volunteer vegetation is <br />anticipated, however, the area will also be seeded with the rangeland seed mixture, to assure effective revegetation. <br />Car -Too Sampling System <br />In order to allow for car-top sampling of loaded railroad cars, a sampling tower and truck parking area was <br />constructed on the northeastern end of the train tunnel. The construction occurred in a previously disturbed area, <br />and within an area covered by an existing Small Area Exemption for drainage and sediment control. The location <br />of the tower and parking area is shown on Permit Renewal Map 5, Mine Plan, Roads, Powerlines and Facilities. <br />Access to the sampling tower will be via the railroad tracks, either through the train tunnel or from the intersection <br />of the office access road and railroad tracks. It is anticipated that normal access will be through the tunnel, with the <br />other route to be used only on an emergency basis. <br />The sampling tower is approximately 23 feet in height, and approximately 5 x 7 feet. A sampling platform extends <br />from the tower over the car-top. A sample splitter was installed and five drums are placed on a platform underneath <br />the splitter. Five tubes connect the splitter and drums. The platform where the drums set is elevated so the drums <br />can be easily transferred into the back of a pick -up truck. It is unlikely that any significant quantity of coal will be <br />spilled during sampling, but if it is, it will be picked up and dumped in a coal stockpile area. <br />A concrete pad, approximately 8 x 10 x 1 foot was poured as a foundation for the sampling tower. An 18 x 40 foot <br />truck parking area is constructed adjacent to tower. Based on the small drainage area (0.14 acres) and the <br />recommendations of a Registered Professional Engineer, a 12 -inch culvert was placed in the existing ditch along <br />• the railroad tracks along the length of the tower and parking area. This culvert is more than sufficient to safely <br />carry the runoff from a 10 -yr, 24 -hour event (peak flow of 0.01 cfs). Following culvert placement and grading of <br />the parking area, road -base material was brought in along the railroad track and spread over the parking area to an <br />approximate depth of 1 foot. In the event of an emergency, trucks may drive off the tracks to the north of the <br />parking pad. If this occurs, any minor surface damage that may result will be repaired as soon as ground conditions <br />allow. <br />When the tower is no longer needed it will be dismantled and removed from the site, and the concrete pad, culvert <br />and road -base material will be recovered and removed. It is important to understand that some of the facilities (as <br />indicated by their construction dates) are pre -law structures constructed prior to SMCRA, therefore, reclamation <br />standards for these sites may differ from current standards. <br />Batch- Weiah/Loadout System <br />A batch -weigh train loadout system and associated support facilities were constructed generally southeast of the <br />Tipple 2 product stockpile and flood loadout facility formerly utilized as the primary means for loading trains (see <br />Map 24, Surface Facilities and Freshwater Systems). The batch -weigh system and associated facilities consist of a <br />stacking conveyor, stack -tube, coal stockpile, reclaim tunnel, escape tube, reclaim conveyor, motor control center, <br />new access road, the batch - weigh/loadout system building, washdown water drain -line to Pond C, and associated <br />powerlines,. The layout of the batcb -weigh system facilities is shown on Map 24. Powerline construction for this <br />facility will be addressed as a separate Minor Revision application. TCC will also construct a sump, as previously <br />approved under TR95 -20. <br />Most of the Batch -Weigh Coal Stockpile area has been previously disturbed, however, site preparation required <br />minor excavation into the slope on the eastern margin of the pile. The existing toe of the ffflstope was moved <br />eastward approximately 100 feet, then laid -back to a 2H:1 V slope. The excavation volume was approximately <br />12,000 CY and the excavated material was either spread adjacent to the site to establish a uniform surface and <br />TR06 -53 2.05 -37 06/20/06 <br />
