development will add approximately 2,430 acres; and Interim Phase III development will add approximately 20 <br />acres to the affected area. Full development and mining under the PR09 -08 and TR09 -71 approvals will add <br />. approximately 500 acres to the affected area. Areas to be developed in the WMD during the current and <br />subsequent permit terms are shown on Map 23 Mine Plan. Alignment of development entries may be adjusted, as <br />necessary, to address geologic conditions. The preliminary development layout will include main and sub -main <br />development work as described in the referenced Permit Revisions. The dimension of pillars in these development <br />areas may vary based upon mining conditions. Sumps and ventilation doglegs will be added as needed. Locations <br />for these minor operational features are not provided on Map 23, due to the need for some flexibility in the <br />placement of these features. <br />During the Phase I, II, Interim III WMD development, and full development and mining, will be conducted under <br />the Fish Creek AVF, Fish Creek, several powerlines, and several stock ponds. A more detailed discussion of <br />undermining these structures is presented under the subsidence discussion. Because the preliminary development <br />work (WMD, Panels 13- through 17 -Left)) will be limited to main and sub -main entry development with retention <br />of support pillars, no subsidence will be associated with these activities. <br />Underground Drillholes (MRO1 -172 — Withdrawn 07/11/01) <br />(3) Mine Facilities <br />(a) A narrative and mans to meet the standards prescribed in 2.10, describing the location <br />construction, modification, use _maintenance and removal of mine facilities in the permit area including all <br />buildings, structures and utility corridors. <br />RESPONSE <br />The existing Foidel Creek Mine surface facilities consist of building structures, material handling system, utilities, <br />. and surface areas as shown on Map 24, Surface Facilities. Previously disturbed areas within the surface facilities <br />area may be leveled and then utilized for additional storage. <br />Buildings <br />The original mine administrative office, a 60 x 36 foot modular trailer structure, was modified to allow for the cold <br />weather and heavy snow -load of the area. That administrative structure contained eleven offices for the mine staff. <br />As the mine expanded, a new office/bathhouse complex was built to replace the modular trailers, as indicated on <br />Map 24, Surface Facilities. In the interim, another administrative office was added for mine staff. The 36 x 56 foot <br />trailer was located west of the original administrative office. The trailer contained a bathroom and was hooked up <br />to the existing septic and water systems. Electrical power was supplied to the trailer by a transformer located on the <br />east side of the trailer. The location is shown on Map 24, Surface Facilities. In 1995, a temporary office trailer <br />with dimensions of 24 x 66 x 12 feet was leveled and blocked south of the administration building. There were no <br />water and sewer hook -ups, and a 40 -foot long buried conduit brought in power from an existing transformer. The <br />location is delineated on Map 24. Bonding calculations addressing the temporary office trailer are presented on <br />page 2.05- 54(f)58. <br />Parking for the administrative staff and miners is located east of the bathhouses. In order to accommodate parking <br />requirement for mine employees and visitors, the layout of the parking area has been modified as shown on Map <br />24. As shown on the map, parking islands have been constructed to establish parking corridors and walkways in <br />the parking area. The parking islands have curbs made of railroad track and concrete light pedestals. Connections <br />from the light pedestals extend to elevated outlet boxes which provide cold- weather plug -ins in the parking area. <br />Three additional parking islands were permitted and constructed in 1995, as shown on Map 24. The new parking <br />islands are consistent in design with the existing islands. There are two parking islands per line of cars. Each <br />. island is equipped with 8 electrical receptacles hung on a one -rail structure supported by an oblong railroad rail <br />base. Bonding calculations addressing the new parking islands are presented in Appendix A. Drainage around the <br />parking area was modified as per the details provided on Map 24. The ditch between the current parking area and <br />access road was filled and runoff will be directed into Ditches D -4 and G-4. The guard shack was converted into a <br />storage building and it is located on the west end of the mobile equipment parking/material storage yard. <br />TR09 -71 2.05 -17.1 11/18/09 <br />
