September 2, 2010 X-2007-142-11/Second Park & Cyprus Block Private Lands MLT
Inspection Topic Summary
NOTE: Y=Inspected N=Not Inspected R=Comments Noted V=Violation Issued NA=Not Applicable
NA - Air Resource Protection Y - Roads
R - Backfill & Grading Y - Reclamation Success
Y - Fish & Wildlife R - Revegetation
Y - Hydrologic Balance NA - Slides and Other Damage
Y - Gen. Compliance With Mine Plan R - Signs and Markers
NA -Other Y -Topsoil
COMMENTS
BACKFILL and GRADING - Rules 2.02(g) and 4.21.4(4):
• Drill sites are not easily visible from a distance, but were navigated to by using a GPS. The topsoil
redistributed on the surface for reclamation of the sites frequently includes a grayish shale material.
• Cyprus Block holes numbered CB 07- 17, 21, 22, 23, 24, 25, 26, 27, 28, 29, 31, 30, 33, and 32 were
inspected.
• CB 07-20 is located in a field that has been planted with corn. We did not attempt to inspect this
hole.
• Second Park hole numbers SP 07- 1, 2, 3, 4, 5, 8, 9, 10, and 11.
• Access to drill site number SP 07-06 was prohibitive.
• All sites were backfilled and graded, with no evidence of settling observed.
REVEGETATION - Rules 2.02(g) and 4.21.4(6):
• In general, revegetated species on the reclaimed sites were consistent with the surrounding
undisturbed areas. The density of revegetated species was highly variable.
• For the Cyprus Block holes, dominant species included broom snakeweed and sagebrush, with
smaller portions of grass. Russian thistle occurred at a few of the sites, but no noxious or invasive
species were noted.
• The drill sites at Second Park were frequently located in more agricultural lands, some of which
unfortunately supported stands of Russian knapweed (2 and 5). Establishment of grasses was more
successful at Second Park than at the Cyprus Block.
SIGNS AND MARKERS - Rules 4.21.1 and 4.02:
• The holes were drilled in the winter of 2007/2008. Due to the amount of time that had elapsed since
reclamation occurred, it proved difficult to locate the cement plugs and brass caps. Precipitation,
wind and foot traffic by livestock and/or wildlife had successfully redistributed the soil placed around
the reclaimed sites.
• Plugs and caps were successfully identified at sites SP 07- 4 and SP 07-11.
Number of Partial Inspection this Fiscal Year: 0
Number of Complete Inspections this Fiscal Year: 0
Page 2 of 5
