a) A narrative that describes the approximate location of the proposed activity. <br />b) An explanation of how the backfilled site will result in a post-mining <br />configuration that is compatible with the approved post-mining land use. <br />c) A general engineering plan stating how the material will be placed and <br />stabilized in a manner to avoid unacceptable settling and voids. <br />17. The Reclamation Plan calls for replacing topsoil to a depth of 6 inches at a minimum. <br />The Applicant has stated in Exhibit I that more than twice the soil demand required <br />for reclamation will be salvaged. As such, the Division requests the applicant commit <br />to replacing topsoil to a depth of 8 to 12 inches. <br />18. The Applicant states in Exhibit G - Water Information, that the pits will be lined <br />upon the completion of mining. However, the Reclamation Plan does not provide any <br />details about lining the reservoirs. Please clarify if the reservoirs will be lined or <br />unlined. If they are to be lined, then please provide the Division with design <br />specifications and a detailed plan for lining the reservoirs. <br />19. The proposed reservoirs will have fetch of 1,000 feet or more. As such, there is the <br />potential wave action could lead to the erosion of the pit banks. Please describe how <br />erosion from wave action will be mitigated for, or demonstrate to the Division that <br />erosion from wave action will not impact the stability of the reservoir banks. Possible <br />mitigation measures may include armoring the pit banks with riprap. <br />20. The Applicant has stated the post-mining land use may include industrial, commercial <br />and residential uses. Please be aware that if the Applicant intends to develop these <br />post-mining land uses while operating under a Reclamation permit, then the <br />Applicant will need to file a Technical Revision with the Division and demonstrate <br />the site is in compliance with Weld County zoning regulations. <br />6.4.6 Exhibit F - Reclamation Plan Map <br />No comment. <br />6.4.7 Exhibit G - Water Information <br />21. The Applicant has stated the pits will be dewatered to facilitate dry mining. Please <br />specify the discharge rate. <br />22. The Applicant has identified a number of permitted and/or adjudicated water rights <br />that are within 600 feet of the affected land. The Applicant will need to demonstrate <br />that impacts to surface and groundwater will be minimized both during mining and <br />reclamation. Several options are available that will satisfy this requirement. The <br />Division requests the Applicant review the options listed below and commit to <br />completing one of the following:
