impact to the quality of the receiving waters must be addressed. As described <br />earlier, a spoil spring will develop on the northwestern part of the New Horizon <br />#2 mine area where the single lowest point occurs along the lowwall crest, which <br />can be seen on Map 2.04.7-1-A. This is shown as Spoil Spring #4. <br />The Spoil Spring monitoring locations and NPDES point 001 are shown on Map <br />2.04.7-1A. See descriptions below. <br />Spoil Spring #1 is shown as SS#1 and is located approximately 2100 feet <br />northeast of the NW corner of the New Horizon #2 permit area. This spring has <br />been monitored since 1984 by Peabody and then later by WFC. When Phase 3 <br />bond release on the majority of the New Horizon #1 Mine area was done in 2001, <br />this spring was abandoned for monitoring but it still flows. Spoil Spring 1 <br />discharges :aitni Tii fla IF)va - o An + rlio+.- - .a.,Y:.r.c.+- <br />1 Kl1V L1KYY K J11V11. .{1J1K11VV IiV VY 11J l1 VKlll• <br />Spoil Spring #2 is located approximately 50 yards downhill of Spoil Spring #1. <br />This spring has been monitored since 1986 by Peabody and was shortly thereafter <br />abandoned since it did not flow. It was basically a seep area with cattails below <br />Spoil Spring #1. When Phase 3 bond release on the majority of the New Horizon <br />#1 Mine area was done in 2001, this spring was abandoned for monitoring and <br />does not still flow. <br />Spoil Spring #3 is located on the Rice Tract, which is the sole remaining portion <br />of the New Horizon #1 Mine that has not yet attained Phase 3 bond release. This <br />location was adjusted slightly on Map 2.04.7-1A for better accuracy. This spring <br />no longer flows and was abandoned in 2001, when Phase 2 was granted for the <br />Rice tract. <br />Spoil Spring #4 is located in the northwest corner of the New Horizon #2 Mine <br />and is the predicted location of the spoil spring for this mine area once the spoil <br />becomes saturated. As of August of 2010, mining has not even reached this point <br />yet and the spoil behind it is not yet saturated. <br />NPDES discharge point #1 was downstream of Spoil Spring #1 and basically <br />collected all the spoil water that was leaving the overburden in the New Horizon <br />#1 Mine area. This site was also abandoned when Phase 3 bond release on the <br />majority of the New Horizon #1 Mine area was completed in 2001. <br />The predicted Spoil Spring 4 from the New Horizon #2 Mine will discharge into <br />the minor tributary to Tuttle Draw, located immediately south of the western edge <br />of the mine area. This tributary enters Tuttle Draw less than 1 mile downstream. <br />Tuttle Draw enters the San Miguel River approximately 2 miles to the southwest. <br />Sample site SW-N108 is located in Calamity Draw immediately upstream of any <br />influence from the mine. Sample site SW-N1 is located in Tuttle Draw <br />immediately upstream of any influence from the mine. Sample data over the past <br />42
