3. Alternative criteria and specifications were used during the design of the <br />reconstruction of county BB road, 2700 road, 5th Street Road, and the BB/2700 <br />Road detour. The criteria used were the Montrose County Road and Bridge <br />specifications for collector roads. Details of these specifications can be found in <br />section 2.05.3(3)-8 of the permit. <br />II. Support Facilities <br />A. Support facilities are located at the southeastern portion of the New Horizon Mine 2 <br />permit area. Details of the various facilities are addressed in Section 2.05.3(3), <br />Subsection 11 of the permit application package. Facilities include office and storage <br />buildings, equipment shop, and petroleum storage. Storage of petroleum products <br />complies with the mine's Spill Prevention, Control and Countermeasure (SPCC) plan. <br />There are no coal preparation plants, conveyors, or permitted rail spurs. Coal is <br />loaded into contract haul trucks within the disturbed area and transported directly to <br />the power plant. There are no fixed coal loading or storage areas. <br />III. Hydrologic Balance <br />A. Water Quality Standards and Effluent Limitations <br />The Division proposes to grant two fixed small area exemptions (SAE) and a <br />"traveling" SAE from use of sediment ponds due to the limited size of the area and <br />due to the fact that ponds and treatment facilities are not necessary for the drainage to <br />meet the effluent limitations of Rule 4.05.2 and applicable State and Federal water <br />quality standards for receiving streams and also due to the fact that no mixing of <br />surface drainage with a discharge from underground workings will occur. The two <br />fixed areas to be exempted are shown on Map 2.05.3(3)7-1 and are in portions of the <br />permit area where the terrain is undulating and these areas cannot be made to drain to <br />any sediment pond. The traveling SAE area will drain either into the advancing pit or <br />be routed to a "traveling" total containment impoundment, which will move as the <br />pits are advanced. Each of the designed impoundments will be installed prior to the <br />advancing topsoil removal campaign requires them and will be successively <br />"reclaimed" be the advancing pit. See section 2.05.3(3)7 of the permit for further <br />details, (4.05.2(3)(b)(i)). <br />B. Diversions and Conveyance of Overland Flow <br />Western Fuels-Colorado uses various types of structures to control runoff from <br />disturbed areas within the permit boundaries at the New Horizon Mine. In addition, <br />surface mining activities are planned and conducted to minimize disturbance of the <br />prevailing hydrologic balance in both the mine plan and adjacent areas in order to <br />prevent long-term adverse changes in the hydrologic balance. Sediment and runoff <br />control methods include diverting runoff through disturbed areas using stabilized <br />earth channels, culverts or pipes so as to prevent, to the extent possible, additional <br />contributions of sediment to stream flow or to runoff outside the permit area.
