Mr. Anthony Waldron <br />September 24., 2010 <br />Page 2 <br />within the next week, with a different type of cable on which to mount the video camera, but <br />Cotter does not know if this effort will prove successful. <br />In regards to the DRMS groundwater extraction system questions in the Letter, Cotter provides <br />the following response: <br />• Cotter stated during the June 15, 2010 meeting at Colorado Department of Public <br />Health and Environment that it intended to construct the groundwater extraction system <br />so that Sump No. 4 and Monitoring Well ("MW 9") could be added to the system. <br />• Cotter reiterated this by stating in the June 25, 2010 submittal from Charlotte Neitzel, <br />Esq. to Cheryl Linden, Esq., entitled "Rationale for Not Conducting Mine Dewatering <br />and Mine Water Treatment at the Schwartzwalder Mine," that the treatment system <br />could be expanded. <br />• Cotter's July 7, 2010 letter to Michael Harris of the Colorado Water Quality Control <br />Division restated this intention and included a diagram showing Sump No. 4 and MW 9 <br />as part of the groundwater extraction system. <br />• Susan Wyman of Whetstone Associates testified on July 12, 2010 before the Mined <br />Land Reclamation Board that "we have the ability to bring Sump No. 4 and MW 9 on <br />to the system if necessary." <br />• The Environmental Protection Plan dated July 31, 2010 has information on page 15-5 <br />stating; that Cotter can "collect from Sump No. 1 and Sump No. 4 and pipe it to the <br />water treatment plant building." It goes on to say that the gathering system includes a <br />stub at MW 9 for additional treatment. <br />Cotter will prepare a new Technical Revision ("TR-15") that will include details of Sump <br />No. 4 and MW 9, as well as additional sumps, as part of the extraction system. <br />The activities; associated with pumping and treating groundwater from the alluvial fill area <br />have included transportation of equipment and supplies to the site, installation of the 50-gpm <br />treatment system, including associated piping and electrical service, and operation of the <br />system from July 2, 2010 to July 30, 2010. Surface water was diverted into Sump No. 1 <br />shortly after the 50-gpm system started up. The 50-gpm system has been removed from the <br />site. The electrical system, piping system and pumps remain and are now part of the 100-gpm <br />treatment system. <br />Short runs of piping from Sump No. 4 and MW 9 now join those locations with the piping <br />system leading from Sump No. 1 to the water treatment building. Pumps have been installed in <br />Sump No. 4 and MW 9. System operation now extracts approximately 70 gpm from the <br />alluvial fill, and over 100 pounds of uranium have been removed to date. Attachment 2 shows <br />the current piping configuration of the system. Electrical configuration will be provided when <br />generated.
